Under limited direction of the Data Analytics & Special Projects (DASP) Director IV, the Director I will perform advanced managerial work providing direction and guidance in the strategic operations and planning of the Congenital Syphilis (CS) Operations. Responsibilities include managing staff at the Department of State Health Services Central Office in Austin, directing all planning for the Branch, including strategic planning, key performance measures, goal setting, grant development and funding, assurance of the CS Hotline case management system, and continual quality improvement. The Director ensures scientific integrity of registry methods, data collection, compilation, analyses, and dissemination; provides administrative and strategic direction to the program team; develops and implements policy and procedures for the Branch; oversees budgeting and program expenditures; coordinates responses to assignments; and represents the agency at hearings, legislative sessions, conferences, and committees. The Director works with external partners to set hotline consultation and prevention priorities and represents CS Operations at local, regional, state, and national levels. This role requires the use of initiative and independent judgment and may require working extra hours to meet deadlines and reporting requirements. Essential Job Functions

40% Day‑to‑day direction of program activities, development of methods and procedures for a coordinated statewide Congenital Syphilis Provider Consultation Hotline, program plans, processes, and evaluation. 25% Overall direction of data collection and analysis, strategic planning to achieve and maintain the hotline, dissemination of data for evaluation, and participation in Congenital Syphilis studies. 20% Serve as spokesperson for the hotline, liaison to state agencies and public groups, and represent the hotline at state and national meetings. 15% Supervision and management of staff, including hiring, performance evaluations, and training. 5% Other duties as assigned, such as participating in disaster response or COOP activation. Knowledge, Skills, and Abilities

Knowledge of local, state, and federal laws relevant to public health; business and management principles; supervision of employees; public health policy; Texas legislative process; community health needs; agency budgeting; best practices in community health delivery; and grant management. Skills include establishing plans, operational planning, contract development, resource identification, policy development, problem solving, quality improvement, prioritization, and effective communication. Abilities include directing program activities, planning, supervising work, working with diverse individuals, expressing ideas clearly, and working with the legislature. Initial Selection Criteria

Graduation from an accredited four‑year college or master’s degree in public health or public administration preferred. A minimum of 3 years’ experience in supervision of employees (hiring, development, evaluation). A minimum of 2 years’ experience training staff and guiding them in a call center setting preferred. A minimum of 2 years’ experience in operations, logistics, or a related field, demonstrating modern problem‑solving and decision‑making techniques. Additional Information

The salary offered will follow DSHS starting salary guidelines. Any employment offer is contingent upon available budgeted funds.
