Personnel Security Specialist (PSS) Grade 6 – TS
Xcelerate Solutions is seeking a Personnel Security Specialist (PSS) Grade 6 to support a full range of background investigations (BI) and adjudications in compliance with Executive Orders (EO), Security Executive Agent Directives (SEAD), Federal Investigative Standards (FSI), and agency policies. You will assist the Agency Personnel Security Program Managers (PSPM) in performing BIs and adjudication case work in support of security and suitability investigations and adjudications and other assigned security-related activities.
Location: Washington, DC / Huntsville, AL
Responsibilities
Performs complex, high-risk insider threat, high-level security investigations and adjudication recommendations.
Perform as contractor Team Lead
Perform Quality Control (QC) case reviews
Identify additional training requirements from QC case reviews
Perform Just-in-Time training to remedy identified QC deficiencies
Independently develop manuals, forms, instructions to facilitate operation of the Agency Security Program; participate in special projects such as planning the implementation of new or revised programs.
Conduct exhaustive checks per the FISs and Federal guidelines; demonstrate innovative problem solving to improve data recovered in cases.
Analyze Agency Investigative files to determine identifying information, verify facts, detect misrepresentations, and identify security risks.
Conduct critical analysis of incoming material relating to complex security assessment issues to determine merit for security clearances and access.
Provide on-the-job training to lower-grade specialists; assist in resolution of issues; support program managers on sensitive cases.
Provide direct support to FBI Security Program and render adjudication recommendations; act as technical expert in one or more security programs.
Prepare in-depth summaries and correspondence; define vulnerabilities and provide recommendations for investigations.
Coordinate with FBI Divisions on foreign nexus to inform adjudicative determinations.
Provide high-risk analysis of investigations to support security determinations.
Evaluate reports and records to recommend suitability/security determinations.
Provide recommendations regarding adequacy and completeness of investigations and data authenticity.
Recommend and coordinate polygraph examinations and/or interviews as appropriate.
Correlate data to prepare formal analyses of security concerns and advise on adjudication decisions.
Coordinate investigative activity between FOs, Legal Attaches, other agencies, and private sector; communicate findings to resolve issues.
Advise on follow-on actions and conduct security briefings as required; debrief individuals as necessary.
Process assignments independently and ensure work products are accurate and compliant with FBI policy.
Analyze results to ensure all issues are resolved and gaps covered for eligibility determinations.
Ensure cases comply with FBI policies and legal requirements; adhere to DOJ Orders and FBI regulations.
Minimum Requirements
Ten (10) or more years of Federal LE experience; seven (7) years in personnel security investigations or investigative analysis.
Strong oral and written communication skills for interviews, security briefings, and reporting.
Thorough knowledge of indices systems and file review processes for comprehensive information gathering.
Analytical ability to analyze materials to identify security vulnerabilities and develop leads.
Eight (8) or more years in Federal LE or ten (10) or more years in personnel security; prior security management experience preferred.
Technical training or certification as investigator and/or adjudicator.
Current Top Secret clearance and ability to obtain SCI access with CI polygraph.
Experience developing and writing Reports of Investigation (ROI).
Proficient with Microsoft Office and ability to conduct open-source research.
