Summary This Supervisory Healthcare Engineer Deputy position is at the full performance level. The incumbent is specifically responsible for professional engineering programs including Maintenance and Repair, Utility Plant Operations, Grounds Operations, Facilities Management Safety Program, and Facilities Management Emergency Preparedness. This position does not perform or include capital planning and/or construction project management.
Qualifications
United States Citizenship (Non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy).
Education: Bachelor's degree or higher in Engineering or Architecture from an accredited curriculum (e.g., Electrical, Mechanical, Biomedical, Civil, Architecture, or Architectural Engineering); or evidence of passing the Fundamentals of Engineering Examination with a bachelor’s degree; or a current professional registration or licensure as a Professional Engineer or Architect.
Experience: One year of experience equivalent to the next lower grade (GS‑12).
Knowledge, Skills and Abilities (KSAs): Various, including management of healthcare system resources, engineering principles related to healthcare facilities, effective communication, prioritization, national policy interpretation, initiative, problem analysis, strategic planning, compliance with industry standards (TJC, OSHA, NFPA, etc.), interview and performance evaluation.
Physical requirements: Work environment may involve everyday risks, moderate hazards in storage areas or hazardous waste sites, and occasional outdoor work in all weather. Tasks include walking, standing, climbing ladders, stooping, kneeling, carrying light items; primarily sedentary but may involve physical effort.
Duties
Act as Deputy (Assistant Chief) to the Chief Engineer, responsible for the professional engineering programs such as Maintenance and Repair, Utility Plant Operations, Energy Management and Conservation, Safety, Fire Prevention, Industrial Hygiene, Emergency Preparedness, Green Environmental Management, Vehicle Fleet, Grounds, Capital Planning, and Construction Project Management at a VA Medical Center and outlying Community Based Outpatient Clinics.
Coordinate and integrate interdisciplinary engineering programs; manage facility maintenance and operations; oversee construction development, management, and oversight; administer healthcare facility engineering programs; ensure regulatory, safety, and accreditation compliance; engage in strategic planning; supervise technical personnel; collaborate with VA inter‑administration stakeholders.
Provide oversight of daily maintenance and operations of a facility campus; plan, organize, direct, evaluate, and manage Service Line programs and set qualitative and quantitative standards.
Deliver information and guidance to executive leadership and clinical staff on methods, techniques, and procedures for integrating engineering and maintenance programs into the mission of the medical center.
Oversee Joint Commission Environment of Care Programs for utility systems, safety, life safety, and medical equipment management for the medical center and CBOCs.
Lead special projects, including planning, analysis, investigations, written reports, special committees, workshops, program reviews, and cross‑agency activities; develop and improve training guidance; conduct classroom instruction as needed.
Serve with full authority to act on behalf of the Chief Engineer in his absence.
