OVERVIEW Responsible for assisting with budget preparation, forecasting financial performance, and analyzing budget-to-actual variances. This role ensures financial data is accurate, timely, and aligned with funding requirements. Responsibilities are carried out under general supervision and in accordance with agency policies, GAAP, and applicable state and federal regulations. The analyst plays a key role in grant compliance, reporting, and providing actionable insights to leadership for strategic decision‑making.

DUTIES AND RESPONSIBILITIES

Assists with preparation of the agency's annual operating budget, performance contract and related reports.

Assists with annual funding request submissions to local governments.

Analyzes, maintains, and updates the agency's budget during the course of the year.

Assists with completion of mid-year and end-of-year performance contract reports and other external reporting requirements as needed.

Analyzes and reports on federal fund balances and completes annual federal fund balance reports.

Ensure grant compliance by tracking expenditures and adhering to grantor restrictions and reporting guidelines.

Performs monthly budget to actual variance analysis.

Completes grantor invoicing for reimbursement requests.

Generate financial reports and conduct ad‑hoc analysis on spending and grant performance.

Maintains the financial statements within the agency's financial system software.

Prepares and maintains regional fund reports where the agency acts as a regional fiscal agent.

Utilizes cost accounting techniques to cost out services for program analysis and rate negotiation.

Support audits and compliance by preparing documentation and ensuring adherence to GAAP.

Assist in representative payee bank account reconciliation.

Backup essential duties of Accounting Specialist and Accountant.

Does related work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Nonprofit accounting principles including GAAP and fund accounting for restricted and unrestricted funds.

Grant compliance expertise to track spending and meet grantor reporting requirements.

Budgeting and forecasting skills using historical data and financial modeling.

Variance analysis to monitor financial performance and efficiency.

Audit preparation and internal controls to support compliance and prevent fraud.

Advanced Excel skills.

Strong communication skills to present financial insights to non‑financial stakeholders.

TYPICAL EDUCATION, TRAINING AND WORK EXPERIENCE Minimum Required Education and Experience : Bachelor's Degree in Accounting, Finance, Business Administration or Public Administration, with 3 years related experience in performing substantive work in the duties described above.

LICENSURE AND CERTIFICATIONS Valid Virginia Driver's License

ENVIRONMENTAL AND PHYSICAL EXPOSURE Work is sedentary and has negligible exposure to disagreeable environmental elements or physically demanding tasks. Periodically requires the ability to lift up to 20 lbs. Occasionally requires the ability to lift up to 50 lbs.
