Job Overview
Join to apply for the Human Resources Specialist role at DC Department of Human Resources. This position is located within the DC Department of Motor Vehicles (DMV), Administrative Services Administration. The mission of the DMV is to promote the safe operation of motor vehicles and public safety, while providing outstanding customer service.
Duties and Responsibilities
Provide guidance regarding employee and management rights and obligations, including discipline, appeals, grievances procedures, workplace conduct, leave policies, absenteeism, reassignments and promotions, and the District Personnel Manual (DPM).
Conduct thorough reviews of all disciplinary actions proposed and decided by managers and supervisors under the Mayor’s personnel authority.
Create, update, and modify agency position descriptions in collaboration with agency managers and supervisors.
Apply qualifications requirements based on DPM and OPM rules for all grade level positions.
Collaborate with managers and supervisors to identify transitional duty assignments.
Analyze and evaluate challenges to improve organizational structure, develop and present recommendations to avoid or resolve problems.
Review requests for progressive discipline, investigate internal complaints and/or grievances, prepare written memoranda and responses, and collaborate with the Office of Labor Relations and Collective Bargaining (OLRBC) and union representatives to resolve disputes.
Qualifications
One (1) year of specialized experience equivalent to at least the next lower grade level in the normal line of progression.
License and Certification None required.
Working Conditions / Environment Work is performed in an office setting. The work area is adequately lit, heated, and ventilated. The environment involves everyday risks or discomforts that require normal safety precautions.

Pay Plan, Series, and Grade: CS-0201-13
Promotion Potential: No known promotion potential.
