Overview
The purpose of this position is to be responsible for the safe and efficient operation of Equipment support, equipment maintenance, and light and heavy vehicles on assigned projects or activities of a public works nature. The position requires manual labor, completed alone or as part of a crew. You will perform a variety of manual tasks and activities, such as stormwater maintenance, on-site maintenance, cleaning, servicing equipment, emergency needs, vehicles, tools, and the work area. Inspects vehicles for required supplies, materials, and equipment. Observe and follow safety procedures and precautions at work sites. This position is designated among essential personnel and requires reporting to work during all significant weather events or emergencies.
Responsibilities
- Direct supervision by the Crew Leader and Foreman.
- Drives and operates various Stormwater Department equipment and vehicles to accomplish tasks, including hauling, dumping, spreading gravel, sand, asphalt, plowing snow, picking up and hauling debris, and transporting department equipment, tools, and material.
- Performs vehicle and equipment maintenance duties, including preventative maintenance and assisting mechanics as needed; reports equipment failures/deficiencies to supervisor.
- Clear and maintain creeks, channels, storm drains; perform welding as needed; transport and load/unload materials such as dirt, debris, brush, yard waste, discarded items, and cement; repair stormwater drainage pipes.
- Perform labor-intensive duties: clean vehicles, job sites, shop/garage; load/unload vehicles; patch and repair storm drains, inlet boxes, and channels; shovel gravel/concrete; trim or remove trees.
- Maintain vehicle and equipment lighting systems, brakes, horns, safety devices, gauges; monitor fluid levels; perform preventive maintenance; report deficiencies to supervisor.
- Maintain a safe work area by placing/removing cones, barricades, and warning devices; direct traffic as needed; clean up sites after work; secure sites if staying for later work; wash vehicles and equipment; keep shop areas clean; maintain tools and equipment in safe, operable condition; apply chemicals according to label directions; operate motor vehicles with safe driving practices.
- Responsible for the application inventory, distribution, storage, procurement, and spraying of herbicides, pesticides, chemicals, and fertilizers in roadsides, rights-of-way, ditches, and easements.
- Prepare job sites for chemical application, identify vegetation, determine chemical mixes and spraying equipment, check weather, and notify area owners as needed.
- Maintain accurate daily records of sprayed areas in compliance with EPA regulations, including area description, time, temperature, chemical rate, wind conditions, chemical type, amount applied, and related costs.

Knowledge, Skills and Abilities
- Knowledge of materials, methods, and tools for highway, curb, and gutter construction; safely apply road construction and maintenance techniques; safely operate light and heavy road maintenance and construction vehicles and equipment.
- Knowledge of how to safely operate equipment such as gas-powered jackhammers, tampers, saws, backhoes, graders, trucks, excavators, off-road vehicles, industrial mowers, skid steers, chainsaws, and woodchippers.
- Ability to adhere to the PPE policy and maintain PPE in functional condition; uniforms and PPE should be clean and equipped when scheduled to work.
- Attend shifts according to company policy; respond to emergencies after normal hours; occasional overtime; flexibility with schedule and location changes.
- Establish and maintain effective working relationships with City employees, outside agencies, and the public; communicate clearly, follow instructions, and provide information as required.
- Knowledge and adherence to applicable State and Federal laws; local ordinances; City and Departmental policies; knowledge of the Texas Motor Vehicle Code and related regulations.
- Hands-on experience with Microsoft Suite, database management, and web applications.
- Commitment to continuously improving services to citizens.
Physical Characteristics
This job requires the ability to twist, kneel, bend, turn, climb, crouch, and crawl; walk, sit, and stand for extended periods; grasp and lift up to 80 lbs; push/pull up to 20 lbs. May be exposed to vehicular traffic and must follow all maintenance of traffic (MOT) procedures.
Environmental Factors
This is an essential department role; staff may be called to respond to storms, catastrophes, emergencies, or other needs. The role may involve working under temperature extremes, extended hours, confined spaces, and proximity to light and heavy machinery.
Education and Licenses: High school diploma or GED preferred. Must have one year of experience in operating a 3-ton and/or 5-ton dump truck safely around others, plus mechanical experience to perform minor repairs on listed equipment. A combination of education, experience, or training acceptable to perform essential duties. Must have a Texas Class A Commercial Driver’s License with air brake endorsement and a clean driving record. Must have a strong work ethic and time-management skills.
