Description Of Job
The Contract Monitor position is responsible for conducting documentation, planned, ongoing, and periodic activities to ensure vendors comply with fiscal and programmatic agreements, terms and conditions, and relevant laws and regulations.
Job Duties
Monitor 988 contracts, both funded by SAMHSA 988 Cooperative Agreement and 988 Crisis Hotline Surcharge.
Assure contract delivery of goods and services, appropriate documentation, and financial integrity.
Maintain communication plans with contract teams.
Conduct post‑award meetings, review invoices, performance data, and reports.
Log communications, assess compliance, and make overall performance evaluations.
Track contract budgets through invoice reviews and reconciliations.
Perform site visits when warranted, documenting findings.
Collaborate with 988 Contract Administrator on procurement and funding opportunities.
Support the preparation of statements of work and contract negotiations.
Experience and Education
Six years of relevant experience in contract administration, procurement, or program management; or an equivalent combination of education and experience.
Preferred experience: behavioral health or human services contracting, fiscal monitoring, performance evaluation, vendor relations.
Preferred degree: Business Administration, Public Administration, Behavioral Health Administration, or related field.
Preferred Qualifications and Essential Competencies
Deep knowledge of state fiscal rules, procurement processes, and contract compliance.
Experience conducting fiscal and programmatic monitoring for grants or contracts in human services.
Skill in interpreting contract terms, identifying risk, and implementing corrective action.
Strong data management, documentation, and analytical abilities.
Excellent communication skills for vendor coordination and internal collaboration.
Proven ability to manage multiple contracts and priorities simultaneously.
Conditions of Employment

Must possess a valid Colorado driver’s license (or U.S. license per state rules).
Position may involve travel for meetings and monitoring visits.
