Supervisor Construction Inspector – STV
STV currently has openings for Construction Inspection Supervisors in the Transportation group in Pennsylvania.
STV’s Transportation group is based in our Douglassville, Harrisburg, and Philadelphia, PA offices, and seeks construction inspection supervisors with experience on PennDOT and PA Turnpike highway and bridge construction projects.
Field Locations Lehigh Valley, Northeastern PA, and Philadelphia regions of Pennsylvania, including Carbon, Monroe, Northampton, and Schuylkill Counties, as well as the Philadelphia region.
Clients Pennsylvania Department of Transportation (PennDOT) Districts 4, 5, and 6, and the PA Turnpike Commission (PTC).
Required Certifications & Experience
NICET Level III in Highway Construction
NECEPT Asphalt Field Technician
ACI Concrete Technician
PennDOT/NECEPT Concrete Technician
Certifications and training in Stormwater Management, Guide Rail/Attenuator installation, Traffic Control, and OSHA/Safety are also desired.
A HS Diploma (or GED). An AS or BS in Civil Engineering or Construction Management is a plus.
Required Skills, Abilities & Experience
4–8 years of highway and/or bridge construction inspection experience, preferably with 1–2 years of supervisory experience, and NICET Level III Certification in Highway Construction preferred. An active Professional Engineering license may be considered in lieu of NICET Certification.
Strong combination of ACI/PennDOT Concrete, NECEPT Asphalt, Traffic Control, Guide Rail, Stormwater Management, OSHA Construction Safety and/or other related certifications.
Proficient with PennDOT’s and/or the PTC’s Construction Documentation Systems, PennDOT’s ECMS system, and associated i‑Pad electronic documentation applications. Knowledge of PPCC (PennDOT) and/or Kahua (PTC) project management software is a plus.
Knowledge of PennDOT highway and bridge construction specifications, standards, materials, and work methods.
Good computer skills (MS Excel, Word, Outlook, and PDF software, e.g., Adobe or Blue Beam).
Math skills for linear, area, and volume measurements and payment unit calculations.
Strong written and verbal communication and supervisory skills to keep projects on track and within budget, keep stakeholders informed, and quickly remediate construction issues.
Ability to assist and direct Construction Inspection staff, review contractor procedures and work product for conformance, monitor and document inspection operations, and collaborate with project teams to improve construction methods and resolve problems.
Ability to prepare, review, and edit written inspection reports, including quantity calculations, materials, methods, equipment used, and costs.
Maintain a physical presence on project sites to gain personal knowledge of site issues and support CI staff, clients, and CM staff.
Assist in documenting and reviewing construction activities, materials testing, certifications, tracking status of operations, and supporting contractor payments and change orders.
Willingness to work safely and adhere to company, project, and OSHA safety guidelines.
Valid driver’s license, reliable vehicle, and ability to operate safely in construction zones.
Availability to work nights and weekends as required.
Commitment to attend training sessions and classes to obtain and maintain additional certifications, and to encourage CI staff to do the same.
Provide environmental compliance advice regarding federal, state, and local regulations.
Support CI staff and clients with environmental permit, public safety, traffic control, and site safety documentation.
Assist in close‑out of project documentation, contractor payments, punch‑list completion, quantity reconciliation, permit close‑outs, and other final project certifications.
Field Offices Eastern and Central Pennsylvania.
