Product Owner – Build vs. Buy Evaluation
Salt Lake City, UT | 3-6 month contract | Pay: $65.00 – $85.00 per hour
We’re seeking a tech-agnostic Product Owner with proven experience leading build vs. buy evaluations for enterprise insurance and reinsurance platforms. This individual will partner with business, technical, and executive stakeholders to define business outcomes, assess system gaps, and recommend scalable solutions—whether through commercial platforms like Guidewire, Duck Creek, or Origami, or internal development. The ideal candidate blends business acumen, technical literacy, and strategic decision‑making to deliver clarity and alignment across complex ecosystems.
Key Responsibilities
The Product Owner will define requirements, lead analysis, and align stakeholders throughout the evaluation process to ensure the right technology path is selected and successfully implemented. Responsibilities include:
Capturing and prioritizing key business needs (claims intake, policy integration, reinsurance tracking, regulatory reporting, etc.) and aligning them to enterprise goals.
Assessing current systems, workflows, and integration challenges to identify improvement areas.
Facilitating alignment across Claims, Finance, IT, and Reinsurance to balance operational, compliance, cost, and scalability perspectives.
Leading structured evaluations of vendor platforms versus internal build capabilities.
Analyzing total cost of ownership (licensing, customization, maintenance, and long‑term scalability).
Conducting vendor demos, proof‑of‑concept sessions, and evaluation workshops.
Developing decision matrices and scoring models to compare functionality, flexibility, risk, and ROI.
Presenting data‑driven recommendations and roadmap proposals to executive sponsors.
Owning the product backlog and future‑state roadmap post‑decision, ensuring alignment with evolving business and system needs.
Required Skills
5+ years as a Product Owner or Business Analyst within insurance, reinsurance, or financial services domains.
Proven experience leading build vs. buy or vendor evaluation initiatives for enterprise systems.
Strong understanding of claims, policy administration, and reinsurance processes.
Ability to translate complex business requirements into clear, actionable user stories and evaluation criteria.
Demonstrated experience collaborating with cross‑functional teams across business and IT.
Strong analytical, presentation, and decision‑making skills with a focus on value realization.
Excellent written and verbal communication skills.
Desired/Bonus Skills
Familiarity with Guidewire, Duck Creek, or Origami platforms.
Experience in cloud migration or enterprise integration projects (CRM, ERP, billing, data warehouse).
Background in financial modeling or total cost of ownership (TCO) analysis.
Understanding of regulatory reporting and compliance frameworks within insurance.
Exposure to agile delivery environments and backlog management tools (e.g., Jira, Azure DevOps).
Prior experience working with state, city, or government‑backed insurance or reinsurance systems.
