General Counsel – Revenue & Insurance Commission – Kanawha Co.

Nature of Work Division: Executive. This position is not in the classified service and is not covered by the WV Division of Personnel merit system.

Mission The mission of the WV Offices of the Insurance Commissioner is to promote a competitive and solvent insurance market with adequate consumer protection by fairly and consistently administering the insurance laws of West Virginia.
Responsibilities
Serve as the General Counsel for the agency and provide legal advice to the executive team and others regarding applicable statutes, rules, and regulations.
Perform advanced legal research, prepare memoranda and briefs on complex insurance issues, draft bills and rules, and other related documents.
Analyze and summarize laws from other states related to insurance issues pending in West Virginia.
Represent the agency before the Legislature and testify before legislative committees regarding bills and study topics; collaborate with committee counsel on these matters.
Correspond with legislators and the public as needed when inquiries are received.
Manage all outside litigation and personnel matters before administrative bodies.
Perform additional duties as assigned.
Qualifications Training:
Admission to practice law in the State of West Virginia.
Experience:
Nine years of full‑time (or equivalent part‑time) paid experience in the practice of law, including trial experience in administrative or judicial proceedings.
Substitution:
One year of full‑time (or equivalent part‑time) paid employment as an attorney with the agency to which assigned shall be considered the equivalent of two years of other qualifying experience.
