Mental Health Program Specialist 2, Central Office The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Long Island Field Office. Under the general direction of the AOT Compliance Coordinator, this role will work with Care Coordination providers to help them meet compliance with reporting systems, reconcile data between systems, and provide technical assistance related to information gathering and oversight support. Knowledge of community service systems and NYS’s AOT program is essential to help high‑risk/need individuals maintain community living in the most independent setting possible.

Pay Range $86,681.00/yr - $109,650.00/yr

Job Description

Provide oversight and monitoring of the Assisted Outpatient Treatment Programs in the geographic area, offering technical assistance and customer relations to Local Governmental Units (LGUs) and providers, utilizing clinical knowledge and skills.

Coordinate and conduct service verifications of programs court‑ordered to provide treatment and support to AOT recipients.

Serve as the primary customer relations contact for AOT‑related matters and act as the lead for all questions related to Kendra’s Law and AOT.

Field all technical assistance for complaint calls to programs licensed by OMH and manage all AOT‑related concerns (Everest complaints).

Provide education to recipients, families, providers, and legal entities regarding Kendra’s Law and the purpose of AOT services for high‑risk/high‑need individuals.

Assist with data entry and data review, including AOT legal documents and statistical reports provided by LGUs and providers, identifying key trends and issues specific to program, county, and/or region.

Compile historical background information to inform the review of significant events.

Interface with the licensing unit for monitoring and oversight of programs that serve individuals with an AOT designation and prepare final recommendations and written reports post‑review, specifically for service verifications of programs.

Conduct monitoring visits of OMH licensed programs based on complaints, incidents, etc.

Participate in the review of Prior Approval Review applications in collaboration with County Mental Health Directors of Community Services (DCS) and other OMH staff, as assigned.

Maintain knowledge and familiarity of New York Codes, Rules and Regulations and Mental Hygiene Law, interpreting OMH policy as it applies to specific situations involving state and local providers who implement AOT in their communities.

Minimum Qualifications

Non‑Competitive Minimum Qualifications Under the NY HELPS Program: Bachelor’s degree in child and family studies, counseling, community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state‑operated, licensed, certified, or funded mental health program.

A master’s degree in any of the above fields can substitute for one year of specialized experience.

Transfer Opportunity: Candidates must have one year of permanent competitive or 55b/c service as a Mental Health Program Specialist 2, G‑23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades or one M‑grade of the Grade 23 level.

55b/c Opportunity: Individuals certified eligible under the Governor’s Program to Hire Persons/Veterans with Disabilities (Section 55b/c) will be considered. In addition to a current 55b/c eligibility letter, candidates must possess a Bachelor’s or higher degree in any of the above fields AND three years of professional clinical or administrative experience in a mental health program. This position may be designated 55b/c and is subject to verification of applicant eligibility. The title is part of the NY HELPS program and is initially filled via a non‑competitive appointment without an examination. Employees hired under NY HELPS will later have their non‑competitive status converted to competitive status without needing to compete in an examination, and may participate in any promotion examination for which they are qualified.
