About the Role
The Head of Risk Management is responsible for overseeing the overall risk management framework of the Singapore Branch, ensuring that all business activities comply with regulatory requirements and internal policies. This role excludes credit application approvals but covers credit portfolio management, operational risk, climate risk reporting, regulatory compliance, and risk governance. The individual acts as the primary advisor on risk matters to the branch, liaising closely with the Compliance team, Head Office in Taiwan, and external/internal auditors.
Key Responsibilities 1. Credit Portfolio Management & Reporting
Monitor and manage the branch’s overall credit portfolio risk.
Prepare and submit internal reports to Head Office and external reports to regulators.
Identify credit concentration risks, portfolio trends, and potential vulnerabilities.
2. Climate Risk Management
Lead the branch’s climate-related risk reporting in line with MAS guidelines and Head Office requirements.
Develop frameworks for assessing environmental and sustainability risks in lending and portfolio exposure.
3. Regulatory Reporting
Oversee and review MAS reporting requirements, including half-yearly submissions.
Ensure accuracy, timeliness, and compliance with Singapore’s banking regulations.
4. Policy & Risk Framework Governance
Conduct periodic reviews of internal risk management guidelines.
Update policies and procedures to reflect regulatory changes, industry best practices, and Head Office instructions.
5. Operational Risk Oversight
Supervise the Operational Risk Manager in performing risk assessments in areas such as:
Self-Assessment of risk controls
Outsourcing arrangements
Related-party transactions
Professional investor classification
Business Continuity Management (BCM)
Basel II/III implementation (BIA)
Act as backup lead for operational risk management when required.
6. Advisory & Risk Support
Provide guidance and advisory to the Singapore Branch staff on risk-related matters.
Handle queries from internal teams, Head Office, and regulators.
7. Audit & Compliance Coordination
Respond to audit queries and compliance reviews from:
MAS and other regulators
Internal Audit
External auditors
Ensure corrective action plans are executed and tracked.
Candidate Requirements
Education: Bachelor’s degree in Finance, Accounting, Economics, Risk Management, or related discipline.
Experience: At least 10 years of risk management experience in the banking sector, covering:
Credit portfolio management
Operational risk management
Climate risk reporting
Regulatory Knowledge: Strong understanding of MAS regulations and risk frameworks in Singapore.
Advantage: Experience in market risk management will be considered a strong plus.
Skills & Competencies:
Strong analytical and problem-solving skills
Excellent communication and interpersonal skills
Ability to interact with senior stakeholders and Head Office in Taiwan
Adaptable and able to manage in a dynamic regulatory and business environment
