Position Overview PACO Group (PACO) seeks a qualified

Chief Civil Inspector (CCI)

to support the

Metropolitan Transportation Authority Construction & Development (MTA C&D) —the project owner—on the

Queens Midtown Tunnel Restoration and Façade Repair Program . Reporting to the

Resident Engineer (RE) , the CCI serves as MTA C&D’s

lead field inspection representative , ensuring that the

Design-Builder

(serving as both contractor and Designer of Record / Engineer of Record) executes the work safely, accurately, and in strict conformance with approved design documents and contract requirements. The CCI provides daily field oversight, directs inspection staff, verifies quality, and supports MTA C&D in monitoring design-build activities from permit-ready design through completion—including amplifying drawings, design revisions, and associated change orders that arise during construction.

Key Responsibilities And Duties Construction Oversight & Field Inspection

Supervise and coordinate all civil/structural inspection activities for retaining walls and façade repair.

Conduct daily field inspections to verify conformance with approved contract drawings, specifications, and MTA C&D standards.

Perform and document hold-point and witness inspections prior to key work stages (e.g., concrete placement, masonry repointing, lintel installation, sealant replacement).

Ensure that approved shop drawings, design packages, and permits are on file and available in the field prior to start of work.

Confirm that all 100% design submissions have received MTA C&D approval and that work proceeds only under authorized drawings and permits.

Inspect workmanship, materials, and methods for masonry restoration, façade repair, waterproofing, expansion joints, and structural rehabilitation.

Maintain detailed daily inspection reports, photo records, and quantity logs supporting progress payment verification.

Design Integration & Change Coordination

Coordinate with the Design-Builder (DOR/EOR) to track, review, and verify RFIs, design clarifications, and amplifying drawings issued after permit approval.

Ensure that all drawing revisions and design amplifications are reflected in current field sets and properly implemented.

Monitor and assist in the change-order process, verifying that design revisions correspond to approved scope, quantities, and costs.

Communicate field issues and constructability concerns promptly to the Resident Engineer for escalation to MTA C&D.

Confirm that all permits remain valid and updated as design changes occur.

Quality Assurance & Documentation

Support implementation of the Design-Builder’s Quality Assurance Plan (QAP) and PACO’s internal quality program.

Oversee independent testing for concrete, masonry, steel, waterproofing, and coatings.

Identify and document non-conformances, verify corrective actions, and maintain a log of deficiencies and resolutions.

Contribute to weekly and monthly progress and quality reports.

Maintain organized field records, annotated drawings, and as-built updates in MTA C&D’s ProjectWise and Unifier systems.

Safety Oversight

Enforce compliance with OSHA 29 CFR 1926, the MTA C&D Health and Safety Plan (HASP), and all site-specific requirements.

Maintain valid OSHA 30-Hour Safety Training and MTA Track Safety Training Card (or obtain prior to mobilization).

Conduct daily safety observations, verify Safe Work Plans, and coordinate with the Design-Builder’s safety staff to ensure a zero-incident environment.

Project Closeout & Final Acceptance

Participate in punch-list walk-downs and confirm satisfactory completion of corrective work.

Verify submittal of as-built drawings, test reports, warranties, and closeout documents.

Support final inspection and turnover to MTA Operations & Maintenance.

Required Qualifications

Bachelor's degree in Civil/Structural Engineering, or a related field.

Minimum 10 years of civil/structural construction inspection experience.

OSHA 30-Hour Safety Training (required prior to mobilization).

MTA Track Safety Training Certification, or ability to obtain before assignment.

Proven experience with hold-point and witness inspections on major infrastructure projects.

Knowledge of Design-Build delivery, where the Design-Builder serves as both constructor and Designer of Record / Engineer of Record.

Ability to review shop drawings, track amplifying design revisions, and verify that approved documents and permits are current before work proceeds.

Strong communication and reporting skills; proficiency in Microsoft Office, SharePoint, ProjectWise, and Unifier.

Preferred Qualifications

Prior experience on MTA C&D, MTA Bridges & Tunnels, Port Authority, or NJ Transit projects.

Experience with structural rehabilitation, masonry restoration, or façade work in active transportation facilities.

Familiarity with agency change-order procedures and documentation requirements.

Work Environment and Schedule

Full-time, on-site role based at the Queens Midtown Tunnel Restoration and Façade Repair project.

Day and night shifts required based on construction schedules.

Travel within the New York metropolitan area may be required for meetings, inspections, or site visits.

Compensation

The good‑faith salary range for this position is $55 – $70 per hour, depending on experience, qualifications, and client requirements.

Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
