Community Development Director/Deputy City Administrator Reporting directly to the City Administrator, the Community Development Director/Deputy City Administrator plays a key leadership role in City administration through managing the Planning, Building Safety, Engineering, Grants, Community Events, Arts, and Recreation Departments within the City of Moscow. This position also serves as Executive Director for the Moscow Urban Renewal Agency and oversees the administration of the City’s Capital Improvement Plan. The role is a member of the City’s Executive Management Team and helps shape the future of the community.

Responsibilities

Lead and supervise the Planning, Building Safety, Engineering, Grants, Community Events, Arts, and Recreation Departments.

Serve as Executive Director for the Moscow Urban Renewal Agency.

Oversee the administration and execution of the City’s Capital Improvement Plan.

Collaborate with elected officials, City Administration, staff, and community stakeholders to evaluate services and drive continuous process improvement.

Foster an organizational culture that values work‑life balance and encourages staff development.

Qualifications

Experienced local government professional with comprehensive knowledge of land‑use planning, capital asset management, engineering principles, special project administration, urban renewal, and municipal government operations.

Strong communication and initiative skills, responsive to elected officials and community stakeholders.

Demonstrated commitment to transparency, continuous improvement, and a healthy workplace culture.
