on a hybrid schedule (3 days per week onsite). This position can be hired at the Analyst or Senior Analyst level, based on overall experience, qualifications, and interview outcomes.

Annual Base Salary

– Analyst: $82,800 – $117,600 plus 10% Annual Incentive Program. Senior Analyst: $95,200 – $135,200 plus 15% Annual Incentive Program.

Analyst Level – Essential Responsibilities

Support the acquisition of new and repowered generating resources by evaluating bids in Requests for Proposals, including analysis of technical reports generated by the respective Transmission Provider. Make recommendations based on costs and technical feasibility of integrated new resources acquired through the RFP process. Acquire transmission service to integrate selected new resources.

Administer the acquisition and renewal of transmission service for electric generation resources on the Xcel Operating Company systems, including required contractual negotiations. Provide and update documentation of transmission rights and upcoming renewal requirements. Analyze open access transmission tariffs to determine the most cost‑effective use of tariff services.

Develop and maintain a thorough understanding of and ability to capitalize on transmission providers’ business practices and Open Access Same‑time Information Systems (OASIS). Monitor and report on interconnection requests, transmission service requests by competitors and developments on OASIS important to the Company.

Provide technical advice and direction to the Resource Planning and Acquisition function in support of securing the most economic transmission service available to optimize integration of generation resources. Develop a thorough understanding of Company policies and technical requirements for generator interconnections and transmission service. Provide support as required for regulatory purposes, including preparation of testimony and requests for information.

Develop, maintain and utilize a thorough understanding of how the interconnected transmission system operates, the probability and causes of transmission service cuts/curtailments, the rules and capabilities for re‑dispatch, displacement and other techniques to minimize the overall cost of transmission service.

Interface and engage with regulators, stakeholders and Regional Transmission Organization’s to advocate Company positions.

Prepare, maintain and report on variances to the Market Operations Transmission Access expense budgets for the Xcel Energy systems. Identify and capitalize on opportunities to reduce the budget expenses through changes in service requirements and other opportunities.

Senior Analyst Level – Essential Responsibilities

Support Acquisition of New Generating Resources: Evaluate bids in Requests for Proposals, including analysis of technical reports generated by the respective Xcel Energy Operating Company Transmission Provider. Make recommendations based on costs and technical feasibility of integrating new resources acquired through the RFP process. Acquire transmission service to integrate selected new resources.

Provide technical advice and direction to Energy Supply and ISP to manage the existing transmission resources according to the RTO tariff. Develop a thorough understanding of each RTO’s interconnection rules and technical requirements for generator interconnection, replacement and surplus requests. Provide regulatory support, including preparation of testimony and responses to requests for information.

Manage the acquisition and renewal of transmission service for electric generation resources on the PSCo, NSP and SPS systems. Maintain documentation of transmission rights and upcoming renewal requirements. Analyze open access transmission tariffs to determine the most cost‑effective use of tariff services.

Engage and work with the Resource Planning areas of each Operating Company to assist with selection of new resources and fulfillment of resource adequacy requirements within each power supply reserve sharing group.

Capitalize on Transmission Providers’ Business Practices: Develop and maintain a thorough understanding of transmission providers’ business practices and Open Access Same‑time Information Systems (OASIS). Monitor and report on interconnection requests and transmission service requests by competitors and important developments on OASIS.

Understand Transmission System Operations: Develop and maintain a thorough understanding of how the interconnected transmission system operates, including the probability and causes of transmission service cuts/curtailments, and the rules and capabilities for re‑dispatch, displacement and other techniques to minimize the overall cost of transmission service. Participate in regional efforts on transmission planning/expansion and cost allocation.

Budget Management: Prepare, maintain and report on variances to the Transmission Access budgets for the respective Xcel Energy Operating Company systems. Identify and capitalize on opportunities to proactively manage transmission related budget expenses through changes in service requirements and other opportunities.

Interface with regulators, stakeholders and RTOs to advocate Company positions. This includes written testimony, testifying in regulatory hearings and presenting Company positions. Includes gaining acceptance of plans from executive management, regulators and external groups.

Analyst Level – Minimum Requirements

BS or BA degree with preference for Engineering or Business and a minimum of 2 years of directly related work experience. (Two years job related experience is equivalent to one year of college.)

Senior Analyst Level – Minimum Requirements

Education: BA/BS Degree in Engineering, Business, Economics or a related discipline, or a combination of education and experience providing equivalent knowledge.

5+ years of progressive engineering, operations or regulatory experience in the energy sector.

Minimum of 4 years of combined experience working with Regional Transmission Organizations (RTOs), regional markets, Reliability Organizations or energy regulatory organizations.
