Job Description and Duties
Perform field analyses and prepare environmental documents and technical studies.
Prepare and review California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documents and other permits, ensuring compliance with environmental laws and regulations.
Coordinate with project delivery partners, regulatory agencies, local partners, and stakeholders to meet project objectives.
Develop and implement mitigation strategies to reduce the environmental impact of transportation projects.
Serve as technical lead on specific projects, mentor lower‑level staff, and provide expert advice to management and external agencies.
Conduct site visits, including to remote areas, and may drive state or personal vehicles on public roadways or uneven terrain.
Special Requirements
Possession of a valid driver’s license is required when operating a state‑owned or leased vehicle.
Statement of Qualifications (SOQ) The SOQ must be typed, no more than two pages in length, and in 12‑point Arial font.
Describe your knowledge of and experience with planning, organizing, and developing environmental clearance documents in compliance with federal, state, and local laws, rules, and regulations.
Describe your experience acting as a task, resource, or task order/consultant contract manager, including steps taken to ensure deliverables are well‑defined, delivered on time, within scope, and of high quality.
Provide examples of how you have managed multiple projects or tasks simultaneously, and the strategies you use to prioritize and track progress.
Provide specific examples of communicating a complex topic to a diverse interdisciplinary group, resource agency, or the public.
Describe your experience as a technical expert or lead worker for management, other technical staff, or outside agencies, and how you ensured your guidance was clear.
