Security Clearance Must meet all DHS/USCIS security clearance requirements.

Citizenship US Citizen (MUST)

Location Hybrid (Tentative). Work may be performed remotely, with potential onsite work in Washington, DC, pending final client confirmation.

Role Overview The Program Manager will serve as the primary point of contact for all contract‑related matters, leading a diverse technical team in the delivery and operation of enterprise‑scale, mission‑critical ICAM solutions under Agile methodologies.

Essential Requirements

Experience :

Minimum of five (5) years leading large, complex, mission‑critical web‑based IT systems development projects/programs.

Demonstrated experience managing IT system development programs in an Agile environment.

Certification : Project Management Professional (PMP) certification is required.

Technical and Managerial Skills :

Proven program management and technical leadership skills.

Hands‑on experience with Java‑based applications development and deployment, including cloud implementation and DevSecOps standards.

Familiarity with Agile and DevOps best practices, including continuous integration/deployment pipelines, code quality, risk management, and stakeholder engagement.

Security & Compliance :

Must meet all DHS/USCIS security clearance requirements and complete required federal training.

Must meet U.S. citizenship and ability to pass personnel background investigation.

Must complete and maintain annual IT Security Awareness and privacy training.

Primary Responsibilities

Manage and coordinate all ICAM teams and resources, reporting status to USCIS leadership.

Supervise contractor staff in task order performance.

Oversee planning, engineering, integration, and operations for the ICAM program.

Regularly assess performance, recommend technical platform improvements (COTS/open source), and maintain quality and Agile program standards.

Maintain staffing plans, certifications, and ensure full transition of responsibilities in case of personnel changes.

Coordinate delivery of significant contract deliverables, including reports, documentation, and executive briefings.

Facilitate full compliance with all federal, DHS, and USCIS policies and governance frameworks.

General Key Personnel Requirements

Provide a detailed statement of qualifications (including certifications, experience, and ICAM knowledge) within 10 days following offer award.

Possess a high standard of professionalism, communication skills, and adaptability to changing technical and business priorities.

Be proactive in knowledge management, collaboration, and supporting innovation initiatives.

Comply with annual security and privacy training and all federal reporting/recordkeeping requirements.

Maintain full alignment with all DHS/USCIS policies, including Security Directive 4300A, HSPD‑12/PIV card requirements, Section 508 accessibility standards, and the Trusted Workforce 2.0 background screening program.

Ensure timely knowledge transfer and transition between outgoing and incoming key personnel as needed, with approval/notification to the Government per contract procedures.
