Penske Media Corporation is seeking a

Head of Construction Procurement

to lead all construction procurement and logistics for the Torch Cay development project in the Bahamas. The head of construction procurement is responsible for developing and implementing procurement strategies to ensure the timely, cost‑effective, and quality acquisition of materials, equipment, and services for this large‑scale, international luxury real estate development.

This position is based in Miami, FL. As PMC values in‑person collaboration and team cohesion, employees work onsite 4 days/week and 1 day remotely with a focus on maintaining a vibrant and inclusive culture.

Key Responsibilities Strategy and Planning

Create and implement a comprehensive procurement strategy that aligns with project timelines, budgets, and quality standards for a luxury residential and resort development.

Develop and manage procurement schedules, identifying dependencies for long lead‑time items and critical services to prevent project delays.

Forecast material needs, budget costs, and coordinate with construction managers, engineers, and finance teams to ensure accurate financial planning and cost control.

Establish and enforce procurement policies and procedures, ensuring compliance with all legal, ethical, and company standards for an international project.

Sourcing, Negotiation, and Contracting

Lead strategic sourcing efforts to identify and qualify a diverse and reliable base of local and international suppliers, vendors, and subcontractors.

Strong existing network with South Florida construction suppliers for HVAC, MEP components and all construction supplies such as wood, high‑end finishes, products and more. (Having a strong network is important so we purchase from suppliers directly instead of a third party that purchases and resells.)

Conduct market research to stay ahead of market trends, new products, and potential supply chain disruptions and cost fluctuations.

Negotiate and manage all contracts and agreements to secure the best possible terms for pricing, quality, and delivery, mitigating supply chain risk.

Create and manage the process for Requests for Proposals (RFPs) and bid evaluations.

Logistics and Supply Chain Management

Oversee and handle the whole procurement operation, from contacting vendors, receiving and vetting/negotiating quotes, to the procurement process and ordering products/supplies to the freight forwarder of choice assigned by the team, and then handing the process to the head of logistics to handle the rest of the logistics from the Miami hub to Torch Cay, Bahamas.

Coordinate material transportation and delivery schedules with construction timelines to avoid delays and maximize efficiency.

Develop contingency plans and redundancy measures to manage risks related to shipping and potential supply chain interruptions.

Implement inventory management systems to ensure optimal stock levels and prevent shortages or overstocking.

Leadership and Collaboration

Build, lead, and mentor a high‑performing procurement team as needed, fostering a culture of accountability and continuous improvement.

Position will require the full responsibility of the construction procurement process from start to finish.

Act as the primary point of contact for external vendors and internal stakeholders, including project managers, design teams, and senior leadership.

Provide regular reporting and updates to leadership on procurement performance, costs, and key metrics.

Maintain strong relationships with suppliers to drive innovation and ensure consistent performance.

Qualifications A bachelor's degree in Supply Chain Management, Construction Management, or a related field.

10+ years of progressive experience in construction procurement, with proven experience in international or complex real estate development projects.

Demonstrable experience managing procurement for luxury residential or hospitality developments, including knowledge of high‑end materials and finishes.

Expertise in contract negotiation, vendor management, and strategic sourcing.

Strong proficiency with relevant software, including construction project management (experience using Procore), enterprise resource planning (ERP), and sourcing tools.

Excellent analytical, problem‑solving, and decision‑making skills.

Proven track record managing large‑scale procurement operations.

Strong existing network of suppliers, subcontractors, and vendors in South Florida.

Deep construction procurement expertise with an established network of South Florida suppliers, fabricators, and trade partners.

Deep understanding of local construction materials (concrete, steel, aggregates, finishes, MEP supplies, etc.) and regional logistics challenges.

Experience in infrastructure construction, commercial and multifamily projects.

Oversee the complete lifecycle of purchasing and supply chain management for all construction projects.

A valid passport and willingness to travel frequently between Miami and Torch Cay as needed.

Additional Expertise Required As the Primary Project Head Of Construction Procurement, Must Have Extensive, Hands‑on Experience Sourcing Construction Supplies From Local South Florida Vendors. Having The Ability And Knowledge To Manage And Collaborate With Freight Forwarders For International Shipping And Customs Clearance, Particularly Within The Caribbean. This Experience Should Include:

Strategic supplies negotiation: Proven ability to negotiate and secure advantageous construction & MEP component rates and service level agreements to ship to our freight forwarder of choice. PMR uses multiple international freight forwarders, including both air and ocean carriers; the candidate must ensure the optimal balance of cost, speed, and reliability for different types of goods.

Complex procurement management: Deep understanding of construction vendors in South Florida, logistics, including export haulage (from vendor to freight forwarder), origin handling, import haulage (from port of entry to final destination in the Bahamas), and destination handling.

Negotiate long‑term supply agreements and bulk purchasing deals for high‑volume materials such as rebar, ready‑mix concrete, drywall, roofing, HVAC systems, and finishes.

International trade compliance: Comprehensive knowledge of international trade documentation and Incoterms (International Commercial Terms). This includes preparing and processing customs declarations, bills of lading, commercial invoices, certificates of origin, and inspection certificates. The candidate must be able to work closely with customs brokers to navigate complex regulations and ensure smooth customs clearance in both Miami and the Bahamas.

Risk mitigation: Experience in developing and implementing risk mitigation strategies for shipping, including contingency plans for customs delays, damaged goods, or unforeseen logistical challenges. This includes arranging for cargo insurance and processing claims if necessary.

Freight consolidation: Expertise in consolidating shipments from multiple vendors in the Miami hub to optimize shipping containers and reduce overall freight costs.

Real‑time tracking and problem resolution: Proficiency in using freight‑management software and tracking tools to monitor the status of all shipments and provide timely updates to project stakeholders. The candidate must have a demonstrated history of resolving transit delays, discrepancies, and other issues that arise during transport.

Vendor relationship management: The ability to build and maintain strong, collaborative relationships with a network of freight forwarders to ensure a reliable and responsive supply chain.

Ensure all purchases meet project specifications, technical submittals, and regulatory requirements.

Coordinate logistics, delivery scheduling, and site inventory management to prevent delays and excess holding costs.

Resolve procurement conflicts, non‑conformances, or warranty issues with suppliers or subcontractors.

Specialized Caribbean and Bahamian Experience Local market dynamics

Supplier network: A proven ability to develop and manage a robust network of local Bahamian suppliers and subcontractors to supplement international sourcing. The candidate should be able to identify reliable local providers for services where foreign involvement may be restricted.

Trade regulations and customs: Specific knowledge of The Bahamas' customs regulations is critical. This includes familiarity with import duties, exemptions, Value‑Added Tax (VAT), and processing fees, especially for construction materials.

Island Logistics and Infrastructure

Freight optimization: Expertise in optimizing complex cargo movements from the Miami hub to Great Exuma. This includes managing both ocean and potential air freight, coordinating with multiple carriers, and understanding local delivery constraints and timelines.

Customs clearance protocols: Practical experience handling the customs clearance process for shipments arriving in The Bahamas, including the preparation of accurate documentation and resolving potential delays or disputes.

Supply chain resiliency: Ability to build a supply chain resilient to the unique challenges of island logistics, such as potential weather disruptions, port delays, and limited on‑island storage. The candidate should be able to strategize for contingencies and manage inventory effectively.

Cultural and Operational Adaptability

Relationship management: Strong interpersonal and communication skills to build effective relationships with local officials, vendors, and labor. Understanding and adapting to the Bahamian way of conducting business is crucial for success.

Problem‑solving: Demonstrated experience in creative problem‑solving to overcome supply chain obstacles that are unique to smaller, more remote islands like Great Exuma, which may have limited resources and infrastructure compared to larger urban centers.

Cost control: Proven ability to manage project costs effectively, factoring the higher prices for imported goods and services often found in the Caribbean. Experience tracking fluctuations in material costs due to logistics and tariffs is vital.
