Research Accountant I - RI - Contracts and Grants Location: Various Locations within the City of El Paso, TX

Salary $48,140 – $74,230 annually (Exempt, Civil Service)

Responsibilities

Provide professional accounting, administrative, and advisory services under direction for an assigned program or fiscal support phase.

Perform journey‑level accounting and financial analysis to ensure accurate recording, updating, and reporting for designated transaction types:

Assist in preparing the Comprehensive Annual Financial Report (CAFR).

Balance and reconcile general ledger statements; prepare journal entries for revenues, expenditures, depreciation.

Generate fiscal month‑to‑date and year‑to‑date balance sheets, fund‑balance changes, and cash‑flow statements.

Analyze and prepare financial statements for individual funds.

Conduct research and report generation to aid external auditors.

Track and report federal grant expenditures and monitor sub‑recipient agencies to ensure compliance.

Maintain and analyze financial database and systems:

Enter, retrieve, and review accounting data from the centralized system and source documents.

Generate periodic accounting or statistical reports for management or regulatory agencies.

Analyze expenditure trends and assist in preparing the annual operating or capital improvement budget.

Assist supervisor with daily cash management functions:

Analyze daily cash activity, review transaction exceptions, and identify cash needs.

Prepare and process wire transfers, validate checks, reconcile bank accounts, mutual funds, and investment portfolios.

Post journal entries and perform monthly mutual‑fund and portfolio reconciliations.

Research and resolve investment‑related problems, communicating findings with relevant parties.

Perform related duties as required, including: supervising helper staff, substituting for supervisor, advising on potential deviations, calculating and initiating payments for municipal bonds, authorizing computer access for bank records, and facilitating petty cash advances and reimbursements.

Qualifications

Education & Experience:

Bachelor’s degree in Accounting, Finance, Business, Public Administration, or related field with a concentration of 18 credit hours in accounting.

One (1) year of professional accounting experience.

Alternative: Master’s degree or higher with at least six (6) months of accounting experience.

MOS Codes: 89A (Army), 441 (Coast Guard), 1005 (Navy), 0111 (Marine Corps).

Licenses & Certificates: None required.

Knowledge areas:

Federal, state, and local laws, regulations, and GAAP/GASB/FASB standards for municipal accounting and grant practices.

Analyzing complex data, detecting discrepancies, and applying accounting principles.

Modern municipal accounting, auditing, investment practices, policies, and procedures.

Computer hardware, software, peripherals, and computerized financial applications.

Foreign diploma applicants must have documents translated & evaluated by a NACES‑approved agency before submission.
