Information Technology Specialist 2 (Programming) – NYHELPS

Location: Albany, NY
Pay Range Base salary: $66,951.00 – $85,138.00 per year (provided by Office of the NYS Comptroller Thomas P. DiNapoli).
Responsibilities
Support retirement systems through technical analysis, design, development, and nightly on‑call support.
Perform programming and troubleshooting with adaptability to new technologies.
Communicate and collaborate effectively, proactively solving problems.
Follow coding standards.
Assist team members in creating design documents and related system documentation.
Qualifications
Bachelor’s degree (or equivalent) plus 15 credit hours in computer science courses; OR
Bachelor’s degree in any field plus at least one year of IT experience; OR
60 college semester credit hours including at least 15 computer science credits plus one year of IT experience; OR
Two years of IT experience.
Currently reachable on the eligible list, eligible for 55(b)/55(c), or eligible to transfer under Section 52.6.
Qualified employee of OSC with one year permanent competitive or 55(b)/55(c) service as Information Technology Specialist 1 Programming.
Preferred Qualifications
Experience with object‑oriented programming (≥3 months) or coursework (6–11 credit hours).
Experience with SQL, PeopleSoft, programming tools/IDEs (Eclipse, Ultra Editor, etc.).
Experience with database management tools (Oracle SQL Developer, PL/SQL Developer, TOAD).
Strong analytical, troubleshooting, and problem‑solving skills.
Experience handling high‑pressure situations, tight deadlines, and on‑call production issues.
Ability to adapt to new technologies.
Self‑starter; quick to learn new tech with limited training.
Telecommuting OSC supports telecommuting where reasonable. New employees may be restricted for 8 weeks; afterward, up to 5 days per pay period may be permitted.
