Department: Human Resources – Generalist The Human Resources Generalist serves as the point of contact for district‑wide employment services, providing a full range of recruitment, onboarding, employee evaluation, benefits administration, and records management.
Essential Duties and Responsibilities
Acts as the district point of contact for human resources programs including recruitment, onboarding, offboarding, employee evaluation, compensation, faculty assignments, benefits administration, and records management.
Performs professional, technical, and analytical HR duties, ensuring accuracy and compliance with laws, policies, and timelines.
Creates, audits, and submits electronic personnel action forms (EPAF) and related reports, and transmits accurate information to payroll and benefit vendors.
Provides orientation and training on policies and procedures related to recruitment, benefits, and personnel action documentation.
Maintains current and historical HR information, including job descriptions, salary schedules, benefits plans, contracts, and collective bargaining agreements.
Supports employee communications, employee recordings, benefits eligibility verification, and assists users with HR systems and reports.
Participates in outreach and information activities such as benefit workshops, open enrollment, job fairs, and employee training.
Compiles statistical and other data to support HR programs and prepares accurate reports for internal and external audits and regulatory agencies.
Responds to applicant, employee, retiree, outside agency, and public inquiries and composes detailed letters/communications regarding related processes and actions.
Trains, schedules, and provides direction to others as assigned and provides technical assistance to HR staff.
Interprets and applies district policies, procedures, laws, and the provisions of collective bargaining agreements.
Operates modern office equipment and manages data for recruitment, benefits, salary placement, and other employment actions.
Monitors EDD claims and COBRA eligibility statuses and ensures required notifications and system updates.
Performs other related duties as assigned that support the objective of the position.
Abides by all district policies and procedures, including Board Policy 3050 – Code of Professional Ethics.
Qualifications
Bachelor’s degree in business, human resources, or related discipline and three years of progressive experience in an equivalent HR function (or equivalent combination of education and experience).
In‑depth technical knowledge of HR records, HRI systems, recruitment practices, benefits administration, compensation, and related services.
Working knowledge of personnel policies, rules, laws, regulations, and collective bargaining agreements.
Knowledge of common employee leave provisions, workers’ compensation, and related benefits.
Proficiency with personal computers, office suites, spreadsheets, and relational databases used in HR.
Competence at accessing and organizing data from relational databases and entering information onto established data entry screens.
Strong written communication skills and the ability to convey technical concepts to individuals and group settings.
Ability to plan, organize, prioritize work processes in a high‑volume environment and to coordinate subject‑specific projects.
Ability to maintain confidentiality of employee information and related communications.
