SUMMARY We are seeking an experienced and proactive ArcGIS Systems Administrator to manage, maintain, and optimize our ArcGIS Enterprise and SQL Database environments. This role is essential to ensuring the stability, security, and performance of our GIS infrastructure and supporting a wide range of geospatial applications and users across the organization. This role reports to the GIS Administrator Supervisor and is under the Innovation & Technology department. The selected individual will be a part of a team of ArcGIS Administrators supporting 24 departments within the City of Charlotte.

WORKING ENVIRONMENT

This position is hybrid with the expectation of working 2 days a week at a minimum in the office at Charlotte Mecklenburg Government Center. Subject to change based organizational and business needs.

MAJOR DUTIES AND RESPONSIBILITIES

Administer and maintain ArcGIS Enterprise (Portal, ArcGIS Server, Data Store) environments.

Manage user roles, permissions, and content within Portal for ArcGIS and ArcGIS Online.

Use ArcGIS Monitor for system performance and tuning.

Troubleshoot technical issues.

Apply ArcGIS patches.

Upgrade ArcGIS Enterprise systems.

Collaborate with GIS professionals, developers, DBAs, and IT teams to support geospatial workflows and applications.

Automate administrative tasks using Python (ArcGIS API for Python, ArcPy) and scripting tools.

Ensure data integrity, backup strategies, and disaster recovery plans are in place.

Support and manage enterprise geodatabases hosted in SQL Server, including versioning, schema design, and performance tuning.

Manage and audit database-level permissions, including role-based access control and schema security.

Design and support high availability (HA) and disaster recovery (DR) configurations for ArcGIS Enterprise.

Develop and maintain SQL Views and support ETL workflows to integrate spatial and non-spatial data across systems.

Document standard operating procedures, system configurations, and workflows.

Perform other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

3+ years of hands‑on experience administering ArcGIS Enterprise.

Strong understanding of Portal for ArcGIS, ArcGIS Server, and ArcGIS Data Store.

Experience in training staff on GIS concepts, workflows and solutions.

Experience with SQL Server as the enterprise geodatabase platform.

Hands‑on experience with SQL Views and ETL processes for geospatial and tabular data.

Demonstrated experience managing database permissions and security.

Familiarity with Windows Server environments and IIS.

Solid understanding of core IT concepts (networking, firewalls, authentication, storage, etc.).

Strong troubleshooting and problem‑solving skills.

After‑hours work will be required but only 1-2 times a month.

Ability to work collaboratively within a team setting.

PREFERRED QUALIFICATIONS

Bachelor’s Degree (preferred) with a major emphasis in GIS, Computer Science/Engineering, Cartography, Geography.

Knowledge of high availability (HA) and disaster recovery (DR) strategies for GIS infrastructure.

Experience leading upgrades and migrations of GIS technology.

Project Management.

Proficiency in Python scripting for automation and administration.

Ability to multitask in a fast‑paced environment.

Knowledge of IT security best practices and Active Directory integration.

Use ArcGIS Monitor for system notifications and performance.

Experience with ArcGIS Online, Survey123, Dashboards, Experience Builder.

Experience with REST API, JSON, and web services.

Esri Technical Certification in ArcGIS Desktop or Enterprise domains.

Knowledge with AWS, Azure, or Google Cloud is a plus.

MINIMUM QUALIFICATIONS

High school graduate or equivalent and seven (7) years of related experience.

2‑year college degree and five (5) years of related experience.

Bachelor’s degree and three (3) years of related experience.

Master’s degree and one (1) year of related experience.

CONDITIONS OF EMPLOYMENT The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
