The Department of Mental Health is seeking qualified candidates to fill emergency Administrative Services Manager I vacancies related to the homelessness crisis. Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Candidates who successfully pass the assessment will be considered for permanent appointment.
Responsibilities
Conduct complex and sensitive research assignments, locating and gathering data from multiple sources and interpreting often conflicting and ambiguous data to reach sound conclusions.
Identify research problems and challenges, determine appropriate analytical techniques, and develop statistical and information‑gathering processes to ensure quality, integrity, validity, and relevance of data for analysis and decision making.
Compile information by grouping or categorizing it (e.g., in tables, spreadsheets) to facilitate meeting analytical requirements.
Use qualitative and quantitative analytical methods to identify issues, summarize findings, and draw fact‑based conclusions based on large amounts of information.
Analyze complex operational, financial, program, and other issues; make recommendations; participate in developing options that meet objectives and balance stakeholder interests.
Prepare documents (reports, business correspondence, memoranda) that may be highly sensitive; use appropriate software (word processing, desktop publishing, presentation) to create materials effectively.
Interact with vendors, managers, and external agencies; participate in meetings to present, advise, resolve conflicts, and coordinate activities with County staff and outside entities.
Monitor processes and programs to ensure they are capable, stable, and on track; develop timely, proactive responses to emerging issues.
Evaluate effectiveness of programs by comparing outcomes to goals to determine whether to continue, modify, or discontinue them.
Perform administrative duties (file creation and maintenance, formatting documents, processing and routing documents) in accordance with federal and state laws, county ordinances, and departmental policies.
Leads subordinates by providing guidance, scheduling work, and monitoring performance, ensuring adherence to departmental standards.
Supervises a small analytical unit; plans, organizes, and evaluates work; participates in hiring, training, and performance review processes.
Qualifications
Training and Experience – Option 1:
Bachelor’s degree + three years of analytical assignments, two years at associate analyst level. Substitution: Master’s degree or higher in Business Administration, Public Administration, Law, or closely related field for one year of experience.
Training and Experience – Option 2:
Five years of analytical assignments, two years at associate analyst level in human resources, budget, finance, contracts, or closely related fields.
Valid California Class C driver license or alternative transportation method.
Physical Class II – Light (light lifting up to 10 lb; occasional bending/stooping).
Competencies and Skills
Knowledge: customer service principles, business management, clerical procedures, English language.
Skills: critical thinking, judgment, mathematical reasoning, active listening, coordination, time management, instruction, monitoring, quality control, reading comprehension.
Abilities: oral and written expression, reasoning, ordering, etc.
Specialty Competencies (Contracts)
County Contracting Authority and Terms, Contracting Strategy, Solicitation creation, Negotiation and Approval, Proposal Evaluation.
