The Monterey County Department of Emergency Management (DEM) serves as the Operational Area Authority under the California Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS). It coordinates all phases of emergency management across county jurisdictions and partner agencies, provides incident coordination, situational awareness, resource management, emergency operations, public warning systems, and interagency collaboration. The Emergency Services Planner, under general supervision, assists in planning, coordinating, developing, and promoting emergency services operations; organizes and trains emergency services personnel; performs administrative support duties; and performs other duties as required. Assist in the coordination of area‑wide emergency services programs, resource management, operational readiness, and response plans. Support development, coordination, implementation, and evaluation of policies, plans, and procedures for monitoring departmental capabilities during emergencies. Develop and review emergency contingency plans, protocols, and standard operating procedures, including hazard‑specific response and logistics and recovery plans. Ensure the Operational Area Emergency Operations Center’s readiness and recommend new technology and best practices. Recruit, select, train, and exercise emergency services team members and conduct training programs for county stakeholders. Analyze data, conduct special studies, and prepare comprehensive reports for supervisors, committees, and special audiences. Facilitate information seminars, conferences, and public meetings on emergency management. Serve as duty officer and acting Emergency Services Manager as needed. Successful Candidate

Must demonstrate: Knowledge of emergency operation centers, warning systems, whole‑community planning, and NIMS and SEMS frameworks. Understanding of federal, state, and local emergency services programs and local government structures. Ability to develop multi‑hazard functional plans, emergency response plans, and continuity of operations plans. Strong analytical, communication, and problem‑solving skills. Experience in administrative or management roles related to disaster preparedness, response, and recovery. Qualifications

Bachelor’s degree in public or business administration, disaster planning, or related field. Approximately three years of increasingly responsible administrative or management experience in emergency services or related field. Or possession of a California Specialized Training Institute (CSTI) Emergency Management Specialist certification or FEMA Professional Development Series certificate. Proficiency with personal computers and specialized applications. Conditions of Employment

Valid California Class C driver’s license or approved transportation. Flexible schedule, including evenings, weekends, and emergencies. Obtain FEMA Professional Development Series certification within 6 months. Pass background and fingerprinting requirements. Benefits
