Overview
The Department of Human Services is hiring a Community Development Manager. This position is responsible for the management and coordination of the federally funded HOME Investment Partnerships Program (HOME) and all related aspects of grant administration, compliance, and monitoring. The HOME Program Manager will coordinate the spending of federal funds as well as monitor and track compliance with all applicable laws, rules and regulations associated with HOME funding. Additionally, this position will provide direct supervision to staff responsible for the oversight and implementation of the activities carried out by HOME fund recipients.
Funding & Compensation Be advised that this position is funded in part or wholly through an established grant agreement. Employment in this position is subject to the availability of grant funds. The position may be modified, reduced, or eliminated based on the terms of the grant agreement(s) and the level of funding available to carry out the intent(s) of such grant(s).
The starting salary range will be between $68,993.60 and $82,784.00 annually depending on the candidate's qualifications as well as budgetary considerations. Responsibilities
Ensure and maintain regulatory compliance.
Provide leadership and direction to effectively manage the operations of the program and the implementation of broader community development and planning efforts.
Provide public outreach and assistance to promote the County Department’s affordable housing production program.
Provide overall grant management tasks.
Perform other duties as required or assigned.
Qualifications Bachelor’s Degree and four years of related experience; or an equivalent combination of training and experience.
Selection and Appointment A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.
The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
