Maintain inventory and prioritize maintenance needs for storm drains, local waterways, pump stations, detention basins and other stormwater facilities. Prepare staff reports and correspondence by presenting a variety of information and statistics in the form of written, graphic, or oral reports for use by elected and appointed officials, special committees, or community organizations. Respond to public inquiries and complaints and answer technical questions related to City projects and programs by researching, interpreting and explaining policies and regulations. Maintain internal and external customer relations by using tact and diplomacy in all interactions with customers; respond to public inquiries and complaints and answer complex technical questions related to City projects and functions by researching, interpreting and explaining policies and regulations; coordinate with departments and outside agencies and serve as liaison to departments. Conduct field inspections and coordinate with field crews as needed. Additional Duties (when assigned to the Stormwater Division)

Serve as a member of the City’s Storm Response Team, requiring on-call availability after hours and on weekends as needed to respond to storm-related events, flooding or drainage system issues. Participate in developing and conducting citizen involvement/public participation events to explain policies, procedures, proposed developments, proposed regulations and policies, and code enforcement; develop and conduct demonstration packets, workshops, and other training events. Knowledge Of: Basic operations, services, and activities of municipal engineering design and construction program. Methods, materials, and techniques used in design, construction, and maintenance/Operation of Public Works and Utilities Programs. Basic surveying, drafting, computer-aided design, and modeling techniques and technology. Current developments and trends related to Professional Public Works Engineering. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. English usage, spelling, punctuation and grammar. Basic principles of business correspondence. Occupational health and safety standards. Basic contract management and administration. Basic real estate and land acquisition procedures. Ability to: Perform professional engineering computations and learn to check, design, and prepare engineering plans, studies, profiles, and maps. Education/Training: Equivalent to completion of a Bachelor’s degree from an accredited college or university with coursework in civil engineering or a related field. Experience: One (1) year of technical Engineering experience is desirable. Stormwater specific experience is highly desirable. License And Certificate: Possession of a valid Engineer-In-Training Certificate with the State of California. Possession of, or ability to obtain, a valid California driver license with a satisfactory driving record as determined by the City. Physical Working Conditions And Environment

Conditions include mobility, manual dexterity, speech, hearing, vision, strength and agility to lift and carry items weighing up to 30 pounds. Work may involve office equipment use, field access, on/offsite meetings, and exposure to dust, noise, machinery, moving objects and other vehicles. City will contribute $23.08 per pay period into the 457 Deferred Compensation Plan on behalf of the employee. City will match up to 3% of the base salary for employees who participate in the 457 plan. City match is placed in a 401(a) plan. There is no vesting period. Employees may also voluntarily participate in the 401(a) defined Contribution Retirement Program; however, election must be made upon hire and is irrevocable during employment with the city.
