Position Overview and Responsibilities
ENVIRONMENTAL MANAGER-SES (37021004)
DRINKING WATER STATE REVOLVING FUND PROGRAM
DIVISION OF WATER RESTORATION ASSISTANCE
The position is responsible for providing supervisory support for State Revolving Fund project managers to assure compliance with Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, Chapter 403.1835 F.S., Chapter 403.8532 F.S., and the Small Community Wastewater Grants program authorized under Chapter 403.1835 F.S. The incumbent will work 40‑hour work weeks, Monday through Friday, with core hours 9 a.m. – 3 p.m. on site. Moderate travel may be required.
The incumbent directly supervises two positions: Environmental Specialist III, and an Environmental Consultant.
Key responsibilities include:
Communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work. The incumbent has authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees and is responsible for attendance and leave of subordinates.
Managing staff who conduct inspections for the State Revolving Fund (SRF) program and other Division of Water Restoration Assistance programs, including interim construction inspections, final administrative close‑out inspections, preconstruction and pre‑bid meetings to support project managers and ensure compliance with relevant chapters.
Coordinating and tracking all inspection activities, ensuring timely and consistent inspections, and updating inspection staff accordingly.
Maintaining up‑to‑date databases and files regarding SRF program inspection dates and documents.
Assisting project managers and inspectors with document filing and tracking related to federal compliance, including Buy American Building America (BABA), American Iron & Steel (AIS), and the Davis Bacon Act.
Assisting project managers with application and tracking of waiver requests for BABA and AIS.
Developing constructive and cooperative relationships with local, state, and federal agencies, local governments, consulting engineers, and other stakeholders regarding program project requirements.
Assisting with the Drinking Water Needs Survey by providing updated Capital Improvement Plan (CIP) and future project needs documents to the DWSRF program administrator for upcoming needs surveys.
Performing other duties as assigned.
Required Knowledge, Skills, and Abilities Knowledge of

in professional use of Microsoft Office Suite.
Minimum Qualifications
A valid driver’s license.
At least 4 years of verifiable related experience. Post‑secondary degrees may be used as an alternative for the required years of experience on a year‑for‑year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
Position of Special Trust Requirement
– This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required.
Applicable Job‑Specific License or Certifications
Obtain and maintain a Florida Certified Contract Manager Certification within one year of hire.
Preferred Qualifications
Knowledge of stormwater, wastewater, and drinking water treatment practices and nonpoint source pollution management.
Experience in managing state agreements and contracts and the state procurement process.
Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida.
Excellent communication and people skills.
Excellent organization and time management skills.
Pay $55,000 - $58,000 yearly (commensurate based on experience)
