Position Overview Under general direction, the Chief plans, organizes, and directs all activities related to billing of utility accounts to County of Sacramento residents using refuse collection, wastewater treatment, water treatment, storm water drainage maintenance, and other County services.

Key Ability
Manage a multi‑shift work force performing utility billing and nuisance abatement calls intake
Develop short- and long‑range goals and objectives to effectively achieve the mission of the division and to develop an organization to meet those goals and objectives
Analyze programs, make effective oral and/or written presentations of conclusions and recommendations, and implement effective solutions
Develop, modify and install billing and inventory systems, policies, and procedures
Determine staffing needs and oversee the selection, training, and evaluation of subordinates
Maintain effective relationships with employees, supervisors and managers from throughout the County as well as with staff from other jurisdictions and private vendors
Communicate clearly and concisely, both orally and in writing
Minimum Qualifications Either:
Three years of full‑time experience as a Supervising Utility Billing Service Representative within the County of Sacramento.
Four years of full‑time experience supervising a medium sized unit (10 to 20 personnel) with supervisory responsibility for the implementation of policies, procedures, organization, and execution of programs and operations relative to billing services and/or call center operations.
Or:
Graduation from an accredited four‑year college or university with a degree in Business Administration, Finance, Accounting, or a closely related field AND two years of supervisory/managerial experience over a medium sized unit (10 to 20 personnel) which is engaged in complex technical/analytical work with the responsibility for the development and implementation of policies and procedures, budget preparation and responsive customer service.
Note:
If the word “experience” is referenced in the minimum qualifications, it means full‑time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part‑time paid experience may be accumulated and pro‑rated to meet the total experience requirements.

General Qualifications
Driver’s License:
Possession of a valid California Driver’s License, Class C or higher is required at the time of application.
Background/Criminal History:
The county may conduct a background check on the applicant prior to appointment to a position within this class.
Physical Abilities:
Sit for extended periods, frequently stand and walk
Normal manual dexterity and eye‑hand coordination to use a variety of office equipment such as computers, telephones, calculators and copiers
Corrected hearing and vision to normal range
Verbal communication
Probationary Period The probationary period for this classification is twelve (12) months.
