Program Specialist VI Dept of State Health Services – Lab Business Operations Unit (LBOU). AUSTIN, TX.

Salary Group: TEXAS-B-23 – $5,800.00 - $7,100.00 per month.

Overview The Program Specialist VI performs advanced consultative services related to laboratory fee methodology and billing for the Public Health Laboratory Division (PHLD). The role includes fee schedule reviews, billing system audits, financial projections, and stakeholder engagement.

Responsibilities

Fee Methodology (25%)

– Research, develop, and maintain cost accounting systems to calculate laboratory test fees, conduct complex cost analyses, and present recommendations to senior leadership.

Fee Schedule Maintenance (25%)

– Plan and oversee annual fee schedule review, implement pricing changes, audit billing data, and develop routine review systems for laboratory costs.

Financial Projections & Coordination (15%)

– Analyze revenue trends, forecast future funding needs, liaise with DSHS programs to assess testing volume, and prepare billing reports.

Customer & Stakeholder Inquiries (15%)

– Respond to billing statements and policy issues, enforce holds on non‑payment, and coordinate with the Billing Branch and HHSC Legal.

Liaison & Contract Oversight (15%)

– Serve as liaison between laboratory, HHSC, and DSHS programs, maintain certifications, represent LBOU in meetings, and complete special projects.

Additional Duties (5%)

– Participate in disaster response, continuity of operations (COOP) activation, and other assigned tasks.

Qualifications

Bachelor’s or master’s degree in accounting, finance, economics, business administration, or related field.

Experience in financial or cost analysis role, preferably with fee or reimbursement methodology development.

Advanced Excel skills (financial modeling, pivot tables) and ability to analyze large financial and testing datasets.

Laboratory or healthcare administration experience preferred; patient billing system and claims processing experience a plus.

Other Information

Telework: Eligible for up to 3 days per week; schedules subject to policy changes.

Travel: Up to 5%.
