The Proposal Infrastructure Engineer will lead the design, implementation, and optimization of the technical systems supporting proposal operations, including highly customized SharePoint environments and integrated Power Platform solutions. Acting as the primary architect for workflow automation, data governance, and analytics, this role ensures secure, scalable, and user‑centric infrastructure that drives efficiency across multiple sub‑teams. You will also develop custom solutions, manage integrations, and operationalize emerging technologies such as Microsoft Copilot to enhance collaboration and performance.

Familiarity with content migration, search optimization, taxonomy design, and information governance in large‑scale M365 environments is valuable. This position is fully remote and telecommutable from anywhere within the United States. For hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Primary Responsibilities

Own the proposal technology stack end-to-end: serve as the primary point of contact for identifying, designing, implementing, and optimizing all systems and infrastructure supporting proposal workflows (before, during, after, and for non‑live bid scenarios)

SharePoint ownership & architecture: act as main owner of the UnitedHealthcare Community & State Proposals SharePoint hub and all RFx opportunity sites; design and manage highly customized site collections, libraries, permissions, content types, metadata, search, templates, and retention policies

Power Platform solutions: architect and build Power Apps, Power Automate flows, Power BI datasets/reports, and governance controls to streamline sub‑team workflows; establish ALM (dev/test/prod), solution packaging, and deployment standards

Custom engineering & integrations: develop and maintain custom solutions using SPFx, PnP PowerShell, TypeScript/React, Graph/REST APIs, and supporting web technologies (HTML/CSS/JS, Python) to extend M365 and integrate with enterprise systems (e.g., SharePoint, Adobe)

AI & Copilot enablement: operationalize Microsoft Copilot and related AI tooling within proposal workflows (search, drafting, content reuse, tagging, governance), ensuring responsible use and measurable productivity gains

IT troubleshooting: serve as the central point of contact for any RFx opportunity site‑related issues and work to resolve issues so that RFP response teams can participate in the E2E response development process

Data architecture & knowledge management: define information architecture, taxonomy, metadata, and lifecycle rules to eliminate duplication, improve version control, and enhance findability and reuse of proposal assets

Analytics & operational visibility: build dashboards and reporting for quality and pipeline health, ensuring leadership visibility and data‑driven decisions

Governance, security & compliance: partner with Enterprise IT to implement role‑based access, retention, privacy/compliance controls, and audit‑readiness across M365 and integrated tools

Reliability & performance: establish monitoring, incident/problem/change management practices; proactively manage dependencies across sub‑teams to prevent cascading delays and misalignments

Collaboration without authority: drive accountability across direct and non‑direct contributors; set clear expectations and cadences to align sub‑teams with distinct workflows and priorities

Mentorship & capacity building: delegate components of the build to junior team members, providing hands‑on coaching and structured upskilling to expand team capability

Future readiness: continuously evaluate emerging technologies and best practices; sequence upgrades and optimizations through 2026 to prepare for the anticipated pipeline surge in 2027‑2028

Required Qualifications

5+ years of expert‑level proficiency in Microsoft 365, SharePoint (Online), Power Apps, Power Automate, Power BI, Copilot, Smartsheet, Adobe

5+ years of expert experience with SPFx, PnP PowerShell, TypeScript & React, Microsoft Graph/REST APIs, Python, HTML/CSS/JavaScript

5+ years of proven record building custom environments, dashboards, reporting, and tooling tailored to sub‑team workflows; solid business‑to‑system translation skills

3+ years of experience designing secure, scalable, user‑centric solutions; simplifying complex systems; and driving enterprise‑aligned architecture strategies

3+ years of hands‑on experience with environment strategy (dev/test/prod), ALM for Power Platform, testing/UAT, and structured release management

3+ years of excellent leadership experience with the ability to guide without formal authority, ensuring accountability across multiple sub‑teams with interdependent deliverables

2+ years of proven experience mentoring/coaching team members and collaborating with senior leaders on tools, processes, and procedures

2+ years of solid strategic problem‑solving and critical thinking experience; exceptional communication; extreme attention to detail; ability to multitask across complex, concurrent projects

Preferred Qualifications

Any of the following certifications:

Microsoft Certified: Power Platform Developer Associate (PL‑400)

Microsoft Certified: Power Platform Solution Architect Expert (PL‑600)

Microsoft 365 Certified: Teams Application Developer Associate (MS‑600)

Microsoft Certified: Azure Solutions Architect Expert (or equivalent cloud architecture experience)

Microsoft Certified: Azure AI Engineer Associate (AI‑102)

ITIL® 4 Managing Professional or ITIL® 4 Strategic Leader

Experience working with state governments

Background in Medicaid/Medicare or broader healthcare proposals and operations

Procurement experience

Experience with content migration, search optimization, taxonomy design, and information governance in large‑scale M365 environments

Demonstrated success operationalizing Copilot/AI responsibly with measurable productivity outcomes

Familiarity with cost/performance optimization and platform governance at enterprise scale

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. Salary range: $89,900 to $160,600 annually, based on full‑time employment.
