Job Summary:

Responsible for routine administration, implementation, invoicing and payment processing associated with a variety of wholesale power contracts, including Purchased Power Agreements with Qualifying Facilities, Customer Net Energy Billing Agreements, Entitlement Sales Agreements and Standard Offer Supply Agreements. Also assists in the analysis and negotiation of contract amendments and restructurings.

Key Responsibilities

Administers all terms of assigned wholesale power contracts and agreements, ensuring compliance with all relevant obligations including accurate and timely invoicing and payment processing. (50%, P)

Develops and maintains department records and procedures associated with generation metering, billing and payments under assigned power contracts. (15%, P)

Administratively implements purchase and sale transactions with accurate and timely submission of all required transaction data to the wholesale market system administered by ISO‑New England. (15%, P)

Provides analytical support in the negotiation and implementation of power contract amendments and restructurings. (5%, S)

Provides analytical support in MPUC regulatory proceedings relating to purchased power, net energy billing, stranded costs and Standard Offer Service. (5%, S)

Prepares annual budget forecasts of expected purchased power expense. (5%, S)

Provides accurate and timely communication of facility scheduled outage and unplanned outage information among wholesale contract counterparts. (5%, S)

Required Qualifications

Skills/Abilities:

Strong analytical and organizational skills.

Ability to work independently with minimal direct supervision.

Ability to effectively contribute to a team‑based work environment.

Strong personal computer skills.

Effective oral and written communication skills.

Experience/Training:

5 to 8 years of experience in power contract administration.

Working knowledge of regional wholesale market rules and systems.

Familiarity with applicable MPUC Rules and regulations.

Required Education:

Associates degree.

Preferred Qualifications

Bachelor’s degree in Accounting, Finance, Mathematics, Science or Engineering.
