Primary Purpose The primary purpose of this position is to provide advanced level social work services for up to 15 children and their families in which the agency has assumed custody due to abuse, neglect and/or dependency. The focus is to ensure children reside in permanent, safe and suitable homes within 12–24 months of entering foster care. The social worker may provide reunification services, or in cases where reunification does not occur, seek an adoptive home, a guardianship or custody arrangement, or another alternative permanent placement (APPLA).
Essential Functions This position will be expected to write court reports and testify in court, including preparation and testimony for review hearings, adjudication and termination of parental rights cases.
Responsibilities Comprehensive and Ongoing Assessment
Strengths and needs and family reunification risk reassessment as required by policy.
Assess the child’s ability to function within their biological family or alternative family setting, conducting face‑to‑face visits within 7 days of placement and then at least monthly to assess adjustment.
Verify service providers can meet the developmental, mental health, and medical needs of both the children and their families.
Ensure appropriateness of the resource family (foster, kinship, or adoptive) and their ability to meet the child’s specific needs.
Explore potential relative placements that can provide both immediate and long‑term needs if the permanent plan changes from reunification.
Use required assessment tools and evaluations at mandated time frames.
Development of the Out of Home Family Services Agreement
Complete the agreement within 30 days of placement, in partnership with the family based on information discussed at the Child and Family Team (CFT) meeting.
Address the maltreatment and issues that brought the children into DSS custody.
Include specific services, strategies and supports needed to achieve the permanent plan.
Include a primary permanent plan and a concurrent plan that will be implemented if the primary plan is not achievable within required time frames.
Document family involvement with clear time‑specific objectives and activities related to the parents’ strengths and needs. Contact non‑custodial parents and include them in the plan.
Include a visitation plan for children with their families and siblings if placed in separate homes.
Implementation of the Plan and Supportive Counseling
Negotiate and coordinate visitation for child and family; arrange supervision of visits when needed.
Arrange transportation of children and/or their families to appointments, providing transportation directly only when no other suitable option is available.
Participate in Child and Family Team meetings and Shared Parenting process; review the case plan based on family progress.
Coordinate with professionals such as therapists, doctors, school personnel, attorneys, judges, speech therapists, etc.; request evaluation reports and review professional evaluations, incorporating recommendations into the case plan.
Discuss sensitive issues with children and families in a supportive and confidential atmosphere.
Provide reunification services such as teaching parenting skills, problem‑solving skills, and assisting parents in making safe decisions concerning child welfare.
Prepare families for changes in placement and related separation and grief issues; refer to a therapist when appropriate.
Educate families in basic child development and behavioral management techniques, provide feedback, mediate between parties, maintain a life book, and prepare the child for adoption. Supervise the child’s foster and adoptive placement until permanence and/or court relief is achieved.
Fiscal Management
Serve as protective payee for some clients, managing their financial affairs and providing financial counseling or referral.
Ensure child’s funds are used appropriately and remain within the budgetary limitations of entitlements such as SSI or Social Security.
Assist in maintaining the financial security of the agency by completing day‑sheets accurately and timely.
Submit child‑specific financial agreements prior to placement.
Administrative Functions
Attend case staffing, unit meetings, and division meetings.
Complete mandatory pre‑service training and 24 hours of additional training per year of service.
Serve as part of the Craven County Civil Defense team in shelter management during natural or man‑made disasters.
Assist in disaster relief efforts, including shelter duty; assignment to emergency shelter duty during times of potential danger is an essential function.
Perform other duties as assigned by the Social Work Supervisor III, Social Worker Program Administrator I, Social Work Program Manager, Director, and Deputy Director.
Minimum Education and Experience • Master’s degree in social work from an accredited school of social work; • Bachelor’s degree in social work from an accredited school of social work and completion of the Child Welfare Collaborative (Child Welfare positions only); • Bachelor’s degree in social work from an accredited school of social work and one year directly related experience; • Master’s degree in a human services field and one year of directly related experience.
