Overview
Project Manager – Inside Higher Ed (University of South Carolina system). Location: Columbia, SC. Job posting indicates this is a full-time professional role within the Campus Development / Facilities area. Responsibilities
Coordinate with FPDC clients and college leadership to develop and manage capital project needs. Manage assigned capital projects from conception to user occupancy. Participate in procurement and manage the designer selection process for Architects/Engineers (A/E) by collaborating with business partners on soliciting, evaluating and submitting design contracts to procurement for execution. Ensure A/E contracts and deliverables are in compliance with project requirements and timelines. Ensure vendor contracts (such as A/E) are paid timely and process amendments when required. Participate in the bid process in accordance with state procurement guidelines, including documentation for bid submissions, coordinating with A/E and procurement, representing FPDC at pre-bid meetings, assisting with bid evaluations, and attending bid openings. Oversee the design process to stay on schedule and within budget, involving end users and facilities personnel while developing the programing to ensure the final scope is correct. Ensure critical milestones (pre-design, SD, CD) are met, review cost estimates, and keep design within budget. Perform QA/QC before bidding and oversee value engineering if a project is over budget. Oversee construction phase site visits and ensure compliance with regulatory, code and legal processes as dictated by the Office of State Engineer. Document progress via field reports and attend regular OAC meetings as Owner’s Representative to keep the project on schedule and budget. Update internal budget monthly, negotiate and process contractor change orders, and review and approve monthly pay applications and updated schedules. Ensure the project is built according to approved plans and specifications and that the A/E performs contract administration duties. Oversee project close-out including punch lists, final documentation, warranty follow-up during the one-year post-construction period, and timely close-out actions. Qualifications
Job Related Minimum Required Education And Experience
Requires a bachelor’s degree in a job related field and 2 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience. Preferred Qualifications
Master’s degree in Construction Management, Architecture, Engineering or related field from an accredited college or university and 6 years demonstrated project management experience with the design, construction and management of major construction building projects; OR Bachelor’s degree in Construction Management, Architecture, Engineering or related field from an accredited college or university and 8 years demonstrated project management experience with the design, construction and management of major construction building projects. Professional certification as a construction manager, professional project manager, or licensure as an Architect or Engineer in the State of South Carolina is preferred but not required. Experience with Higher Education, Medical or Athletics programming, design and construction. Ability to manage and oversee multiple complex design and construction projects. Knowledge, Skills, and Abilities
Knowledge of principles and practices of modern architecture, design engineering and facility construction/maintenance. Knowledge of codes, laws, rules and regulations governing construction and modification of facilities. Knowledge of principles and practices of effective project management. Ability to interpret and apply rules and regulations; manage work and provide guidance; make presentations and prepare reports; manage a large workload with short time frames; make decisions with limited information; resolve problems; interpret plans; communicate effectively in writing and orally; use technology; build teams and involve stakeholders. Knowledge of contractual responsibilities, processes and procedures governed by AIA architectural agreements (Series A, B and C). Ability to oversee the work of subordinate architects, engineers or construction managers. Ability to establish positive working relationships with customers/clients, superiors, subordinates, consultants, and government and private entities. 25%: Oversee capital project design and management from conception to occupancy; ensure schedules and budgets are met; coordinate with stakeholders. 15%: Manage project closeout, ensure all contractual obligations are fulfilled, and address warranty issues during the post-construction period. 10%: Maintain knowledge of industry standards, procurement law, and regulatory requirements; communicate project issues to supervisor; develop relationships and professional skills. 10%: Learn and proficiently use all department software and follow required protocols. 30%: Active construction phase involvement including scheduling, budget control, coordination with A/E, site supervision, OAC attendance, change orders, and ensuring compliance with plans and specifications.
