Contract Manager II

Primary Purpose:
Responsible for developing and managing cooperative contracts awarded for the CP program.
Qualifications:
Education/Certification:
• Bachelor’s degree from an accredited university in business, public administration, engineering, or related field, or equivalent work experience.
• Professional certification in purchasing preferred or in progress, such as:
Certified Purchasing Manager (CPM),
Certified Public Purchasing Buyer (CPPB),
Certified Public Purchasing Officer (CPPO),
TASBO certification – CTSBS, CTSBO, or RTSBA.
Special Knowledge/Skills:
• Proficiency with computers and software including Microsoft Office Suite and other division-specific software.
• Strong organizational, prioritization, and multitasking skills.
• Ability to maintain accurate, auditable records.
• Effective verbal and written communication skills, with proper English grammar.
• Public speaking skills preferred.
Experience:
• Minimum of five years of public or private sector purchasing experience.
• Experience with cooperative contracting preferred.
• Background working with cities or counties.
Major Responsibilities and Duties:
Manage cooperative contracts, including monthly contact with vendors.
Serve as a point of contact for CP with vendors and members as necessary.
Assist with public presentations at trainings, seminars, tradeshows, and conferences, including travel as needed.
Plan and coordinate events, including venue selection, catering, and invitations, ensuring a positive vendor and member experience.
Conduct interviews with potential vendors, industry leaders, and end users to assess product standards and methods.
Facilitate post-award orientation meetings for vendors to establish communication channels.
Assist in developing marketing plans for vendors, including website review.
Act as a liaison to resolve issues between members and vendors.
Become proficient in division-specific software and update databases accordingly.
Develop specifications for new contracts and scope of work for solicitations.
Ensure compliance with advertising requirements per 2 CFR 200.
Administer contracts, including negotiations, amendments, and extensions; analyze vendor cost and price data; perform audits as needed.
Conduct public bid openings as legally required.
Monitor vendor performance in coordination with the Client Services Manager.
Ensure all contract documents are accurate for approval by the HCDE board.
Coordinate timely renewal of contracts, including negotiations and amendments.
Provide necessary information to Field Representatives.
Collaborate with contract staff to resolve complex issues.
Maintain confidentiality and uphold excellent public relations.
Assist with duties assigned to other staff as needed.
Maintain a professional appearance and attitude.
Perform other duties as assigned.
