Grade: 29 | Salary: $107,200.00 - $117,200.00 (Anticipated $112,200.00). Hiring incentive: $4,000.
Job Summary This position manages and leads the ITS Project Development team and supervises staff in the System Technology Group. The role focuses on monitoring technical reviews, developing partnerships with other agencies, and strategic planning and programming of systems technology initiatives. The ITS Engineering Manager provides expertise and assistance within ADOT, coordinating with other agencies and stakeholders, and develops new policies and procedures in compliance with state and federal regulations.
Remote work may be possible within Arizona, based on business needs and performance measures. All work, including remote work, should be performed within Arizona unless an exception is authorized in advance.
Job Duties Perform design, engineering, and project management activities for major Intelligent Transportation Systems (ITS) projects, following systems engineering processes. Direct and review design activities of designers, consultants, and stakeholders. Prepare and monitor project schedules, budgets, resource allocations, and contracts. Provide leadership, coaching, and supervision to project management staff, ensuring ITS projects meet scope, schedule, and budget. Provide support during construction, implementation, and system integration, effectively communicating with stakeholders throughout development phases. Ensure projects adhere to system engineering processes for development, integration and validation. Collaborate with representatives of other agencies, communities, contractors, and the public. Attend meetings, training seminars, forums and national conferences as a participant and representative of the agency. May drive a State vehicle in the course of state business. Perform personnel management duties: coaching, training, performance monitoring, appraisals, scheduling, assigning workload, approving time.

Civil engineering principles and their application to plans, specifications and estimates.
Traffic Engineering principles.
ITS principles, systems integration principles, and systems engineering methodology (V-diagram).
Strong technical knowledge relative to ITS.
Applicable regulations, standards and specifications related to ITS.
ADOT program management and project development processes, including contract and procurement procedures.
Budget and program administration.
Project management methodologies and techniques.
Federal and State highway programme and associated processes, applicable laws, regulations, standards and specifications related to ITS.

Manage multiple projects and coordinate staff activities to achieve completion of assignments.
Selective Preferences
Minimum five years of project management experience.
At least three years of supervisory experience.
Progressively responsible experience leading and managing projects and programs.
Experience with major ITS projects and systems engineering approach.
BS Degree in Civil Engineering, Systems Engineering, Computer Science or related field.
An Arizona Professional Engineer (P.E.) license is preferred but not required.
Pre-Employment Requirements Position requires driving or use of a vehicle as an essential function. Employees must possess a current, valid Arizona driver’s license, complete required training, and maintain acceptable driving records. State business drivers must meet statutory liability insurance requirements. Drivers must remain licensed and licensed within Arizona. Employees must complete the Electronic Employment Eligibility Verification Program (E-Verify).
