Job Description
This is an advanced analytical and technical position with administrative responsibilities serving as a coordinator for divisions/departments and municipalities that implements, utilizes and develops local programs necessary for providing communication, notification and warning programs used in the event of a disaster or during conditions capable of causing widespread danger and destruction in Orange County. This position also includes duties involved in the general operation of the Office of Emergency Management and the operational maintenance of the County\'s Primary and Alternate Emergency Operations Centers (EOC).
Work is performed under the direction of the Manager and/or the Assistant Manager, Emergency Management. Performance is reviewed through observations, conferences, reports and achievement of desired results.
Representative Duties /Assignments
Performs professional level administrative and technical work supervising, overseeing and coordinating emergency communication operations and assisting with operations of Emergency Operations Centers (EOC) functions during emergency activations.
Technical duties include problem identification and resolution regarding emergency radio/telephone equipment; satellite communications systems; audio and video equipment; computerized monitoring emergency warning and notification systems.
Makes recommendations regarding the maintenance, repair, replacement or upgrade of existing equipment and systems as well as the purchase of new equipment, technologies or systems, utilizing the concept of cost-benefit analysis and the preparation of cost-benefit statements.
Operates and maintains all electronic, audio and video, microprocessor presentations, satellite radio and telephone equipment necessary to warn the public and to alert key local officials before, during and after a pending emergency or disaster situation.
Coordinates activities in order to maintain effective working relationships with communications personnel within both internal and external organizations to insure the capability exists for inter-agency communication.
Conducts periodic tests and exercises of communications networks and systems in both the Primary and Alternate Emergency Operations Centers including audio/video equipment, computers and printers/copiers, fax servers and satellite voice and data communications systems.
Prepares and analyzes division reports and makes recommendations to improve operational communications effectiveness and efficiency.
Maintains inventory of equipment and supplies used in the Office of Emergency Management.
Instructs classes on EOC equipment operations, satellite communications systems, weather satellite systems to include lecturing, showing videos and other audio/visual equipment demonstrations.
Assists with the planning, coordination and conducting of disaster preparedness presentations, events, drills and exercises.
Acts as liaison with amateur radio ARES/RACES group and maintains list of their volunteer personnel and emergency operations plans.
Monitors weather reports received by various methods which may include satellite, weather radio, internet, television or radio.
Subject to 24-hour call in the case of a disaster event and/or a threat to public safety.
Performs other related duties as may be required or assigned.
Minimum Qualifications Bachelor\'s degree from an accredited institution in Computer Science, Public or Business Administration, Emergency Management or a closely related field and four years of experience in an analytical or project management capacity involving radio/telephone equipment, communications systems or audio/video equipment and systems; or equivalent combination of education and experience. Must possess and maintain a valid State of Florida Driver\'s License.
