Job Description The Department of Environmental Services (DES) is seeking an
Intelligent Transportation Systems Manager
to join our team! Our mission is to make Arlington County a vibrant, accessible and sustainable community through strategic transportation, environmental and capital investment projects, while providing excellent customer service, operations and maintenance in a safe and healthy environment for all.
The Transportation Engineering and Operations (TEO) Bureau is responsible for the planning, design, construction, and management of the traffic infrastructure in the County. The Intelligent Transportation Systems (ITS) team focuses on the analysis and operations of traffic signals, streetlights, and other infrastructure. This position is responsible for supervising a team of engineers that review designs, operate traffic systems, and provide operational and safety analyses for the County.
Responsibilities
Managing the County’s Intelligent Transportation Systems (ITS) including traffic signals, streetlights, roadside beacons, permanent count stations, travel time monitoring systems, transit signal priority, and more;
Working to improve transportation efficiency and safety using technology and data management to enhance dissemination of information, transparency, efficiency, and reliability;
Supervising the undertaking and/or review of a variety of traffic studies and analysis including Multimodal Transportation Analyses (MMTA), Operational and Safety Analysis Reports (OSAR), Interchange Access Reports (IAR), optimization studies, safety studies, and warrants;
Maintaining operational infrastructure by way of asset management, budgeting, procurement, and planning activities;
Overseeing emergency planning and operations related to transportation infrastructure, including evacuation planning and support for emergency response coordination;
Managing public engagement related to transportation infrastructure, addressing complaints, responding to inquiries, and delivering clear informational messaging;
Supporting the review of complex Maintenance of Traffic (MOT) plans, including temporary signal layouts, detour routes, and pedestrian/bicycle accommodations; and
Coordinating and collaborating with external stakeholders including the Virginia Department of Transportation (VDOT) and neighboring jurisdictions, to ensure alignment on transportation initiatives.
The ideal candidate will possess one or more of the following:
Ability to collaborate with diverse stakeholders to drive organizational change;
Skilled in reviewing, analyzing, and communicating technical data through written reports and professional presentations;
Experienced in presenting and communicating with the general public and stakeholder groups; and/or
Works collaboratively across teams to support project development that promotes safe, multimodal transportation infrastructure.
Qualifications
Completion of the requirements for graduation with a Bachelor’s degree in Civil Engineering or a related field; and
Three years of significant and progressively responsible experience in traffic signal engineering design and traffic operations, including experience in capital project or program management.
License:
Licensed Professional Engineer (PE) in Virginia or eligible for reciprocity within 12 months if licensed in another state.
Desirable:
Preference may be given to candidates with a Master’s degree in Civil Engineering with a specialization in transportation or traffic engineering and/or experience in one or more of the following:
Traffic management operations and planning, including ITS deployment;
Supervising a team of engineers with various areas of expertise; and/or
Multi-modal design or operations, including pedestrian, bicycle, or transit.
Special Requirements Background Check:
A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Driver’s License:
Applicant must possess, or obtain by time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of official driving record. Any offer of employment may be contingent upon favorable review of the applicants driving record.
Working Conditions
The worker must be available to work after hours and in emergency situations
The worker performs activities inside and outside.
The worker is subject to cold (below 32 degrees) for periods of more than one hour and/or temperatures above 90 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as snow, rain, hail, wind and humidity.
The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
Physical Requirements Light Work:
Exerting up to 20 pounds of force occasionally and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of force greater than that for Sedentary Work and the worker sits most of the time, the job is rated for light work.
Additional Information Work hours:
Monday - Friday, 8:00 am to 5:00 pm, with flexibility and telework options contingent upon workload and supervisor approval.
Work Schedule:
This position is classified as essential and must be available to work as needed to support emergency operations. This may include working certain holidays, snow events, or emergency activations.
