The People Product team helps develop tools and frameworks that power every employee’s journey, delivering scalable, people-centric experiences. As Sr. Product Manager, you’ll own the strategy, vision and execution of HR technology solutions, ensuring balance between AI, architecture, and usability. In close partnership with Engineering, Analytics, IT, and People teams, you’ll shape scalable, intuitive systems that support and elevate every stage of the employee lifecycle. Job Description:

Essential Responsibilities:

Drives product strategy with cross-functional stakeholders consistent with the shared vision for the product. Plans and implements the architectural roadmap that balances innovative design and technical implementation, while balancing regulatory requirements, time-to-market, meeting customer needs and product profitability. Assesses the customer experience and customer needs in product requirements and decision making. Sets up data gathering mechanisms relative to the metrics that inform the success of products including usability studies, research and market analysis. Leads workstreams to include analytics, customer discovery, market research and competitive analysis to drive data-driven decision-making. Oversees product profitability measures, including budget. Plans operational mechanisms that drive execution and accountability including Product Reviews, Operating Reviews, and Business Reviews. Interfaces with product leadership as needed. Partners with content strategists, data scientists, product designers and user experience researchers. Maximizes efficiency in a constantly evolving environment where the process is fluid and creative solutions are the standard. Expected Qualifications:

Minimum of 12 years of relevant work experience and a Bachelor's degree or equivalent experience. Previous management experience Additional Responsibilities And Preferred Qualifications

Own and evolve the product roadmap for HR tech solutions across multiple domains. Embed AI, automation, and analytics into the core of employee-facing experiences. Lead product discovery efforts (e.g., market research, competitive analysis, usability studies). Assess and optimize the employee and user experience across all HR tools and workflows. Establish feedback and data loops to measure product performance and adoption. Plan and facilitate operational mechanisms including Product Reviews and Business Reviews. Preferred Qualifications:

12+ years of relevant experience in product management, HR systems, or enterprise tools. Proven success delivering internal-facing or business-critical products at scale. Experience working in complex stakeholder environments across engineering, HR, and operations. Strong understanding of HR domains such as onboarding, talent management, learning, compensation, HR Operations, or people analytics. Experience integrating third-party SaaS platforms and/or designing custom internal solutions. Strong analytical, strategic thinking, and communication skills. Demonstrated ability to lead in ambiguous and fast-paced environments. PayPal is committed to fair and equitable compensation practices.
