Bexar County
Under general supervision, is responsible for overseeing the daily filing and retrieving of criminal arrest records, crime/accident reports and fingerprint cards; supervises and trains Records & Identification Clerks, Clerks, and FingerprintExaminers; reviews and verifies documentation, fingerprint card matches and computer database information; confirms cash drawer balances; performs time keeping duties, issues duty assignments; reviews leave requests; counsels staff; testifies in court, and performs related duties as required.
Responsibilities
Oversees daily filing and retrieving of criminal arrest records, crime/accident reports, and fingerprint card matches
Supervises, trains and evaluates Record & Identification Clerks, Clerks, and Fingerprint Examiners
Provides daily work assignments, evaluates staffing needs, reviews leave requests and counsels staff on Policy and Procedures
Reviews and approves criminal records, crime/accident reports, inmate folders and/or fingerprint card matches researched by staff prior to release to requesting individuals
Verifies Criminal Justice Information System (CJIS), Texas Criminal Information Center (TCIC) and National Crime Information Center (NCIC) computer systems to ensure the nonexistence of additional charges against arrested individuals
Confirms daily cash drawer balances of monies collected from reports and services provided by the section
Assists Records personnel in resolving complex issues regarding job related and personnel matters
Testifies in court on matters related to criminal records and fingerprint processing procedures
Identifies fingerprint patterns, shapes, and basic methodology
Provides information to governmental agencies, the general public and the news media on arrested individuals and inmates
Represents the Sheriff's Office on committees, projects and work groups on matters related to records and identification
Performs related duties as required
Qualifications
Graduation from High School or General Education Development (GED) certificate and five (5) years of general office experience including two (2) years supervisory experience or two (2) years as a Fingerprint Examiner. A combination of education (at least 15 hours college credits) and experience (at least one (1) year experience as a Fingerprint Examiner) may be substituted for two (2) years of supervisory experience
Proficient knowledge of records management procedures, off fingerprint system and fingerprint techniques, of CJIS, TCIC and NCIC databases, Texas Open Records/Public Information Act; and office procedures OR must be able to obtain and maintain TCOLE basic fingerprint, CJIS, TCIC and NCIC, Texas Open Records/Public Information Act certifications within 180 days in position
Proficient skill in communication, grammar and sentence structure
Basic ability to supervise clerical employees; ability to communicate effectively in legal terminology; ability to communicate effectively, both verbally and in writing; ability to perform basic mathematical calculations; ability to operate personal computer and basic office equipment; ability to establish and maintain effective working relationships with subordinates, co-workers, County employees, Elected/Appointed Officials, outside organizations, attorneys and the general public
Must secure and maintain a favorable background investigation from the Bexar County Sheriff's Office
Must be able to clear a pre-employment physical and a pre-employment drug screen test
Must have a valid Texas driver's license
May be required to work more than 40 hours during the workweek
May work weekends and perform shift work
Working Environment and Physical Demands
Working conditions are primarily in an office environment
Physical requirements include lifting/carrying 5-10 lbs. occasionally; visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to climbing, pushing, handling, sitting, walking, standing, bending, reaching and twisting to perform the essential functions
