BIC Caseworker – Glove House, Inc. Location: Elmira, NY – Salary: $60,410.00–$117,622.00

Job Summary The BIC (Behavioral Intervention Center) Caseworker ensures quality services are delivered within the BIC program in accordance with ECSD contracts and New York State Education Law. The role includes participation in the program schedule, maintaining program functions, implementing department goals, youth safety plans, and return‑to‑school/goal planning.

The Caseworker contributes to Glove House’s high‑performance culture by exemplifying the organization’s values and providing quality results, while reporting directly to the Program Manager of School‑Based Services.

Primary Job Functions

Provide overall oversight to the BIC program, ensuring compliance with all health‑care and state regulations.

Maintain safety in work tasks and environments.

Apply organizational values and trauma‑informed practices in all interactions.

Treat all children, families, staff, and ancillary providers with respect and courtesy.

Demonstrate sensitivity to the cultural background of clients and coworkers.

Ensure daily interactions with staff and clients adhere to Glove House policies and NY State Education Law.

Assist in crisis and post‑crisis response for clients.

Coach youth directly within the program.

Complete administrative tasks and maintain client records per Glove House and regulatory standards.

Ensure timely completion of documentation: youth notes, performance plans, safety plans, and other regulatory forms.

Attend staff meetings, strategic planning sessions, risk‑management, and Quality Assurance plans.

Maintain compliance with all established GHV standards (physical, TB, driver’s license, insurance).

Protect client privacy in accordance with HIPAA Privacy and Security Rules.

Foster a positive work environment and participate in agency travel and meeting duties as required.

Represent Glove House at state and community forums and promote agency interests.

Perform additional responsibilities assigned by the School‑Based Services Program Manager.

Job Qualifications Education, Licenses & Certifications

Associate degree or higher from an accredited university. Additional education in child welfare is preferred.

Valid driver’s license with an acceptable driving record per agency standards.

Experience

1–3 years of experience working with children and families or within the education system.

Knowledge, Skills & Abilities

Knowledge of community resources, TCI principles, trauma‑informed care practices, and state/federal regulations.

Ability to perform under high demand in a fast‑paced, diverse environment.

Handle confidential information appropriately and independently.

Read and interpret safety rules, operating and maintenance instructions, and procedural manuals.

Write clear reports and correspondence; utilize standard Microsoft Office and receive training on Myevolve, Paycom, etc.

Apply common‑sense problem‑solving skills to written or oral instructions.

Manage multiple tasks while maintaining accuracy and quality.

Perform basic arithmetic and data analysis (rate, ratio, percent, graph interpretation).

Provide high levels of customer satisfaction and demonstrate Glove House values.

Interact effectively with diverse families and set appropriate boundaries with clients.

Assess and apply intervention strategies, identify stressors, and understand socio‑economic influences.

Schedule Expectations The incumbent will work a shift of 7:30 AM–3:30 PM or 8:00 AM–4:00 PM, with travel as needed for Glove House business activities.
