NDDOT Starting Salary: $8,490 per month.

Responsibilities

In this role, you will be the Team Lead of the Budget and Procurement sections to ensure accurate, efficient, and compliant financial management across all divisions and districts. This position plays a key leadership role in financial policy development, budget preparation, fiscal analysis, and statewide transportation funding oversight.

Participate in the development, monitoring, and management of DOT's accounting and budgeting systems within the state's financial structure.

Collaborate with all areas in the Financial Management Division to ensure unified financial processes are developed and maintained.

Develop and implement procurement and budgeting policies and procedures to ensure compliance, efficiency, and proper resource allocation.

Compile, analyze, and summarize fiscal data to support executive decision-making and funding recommendations.

Prepare and analyze reports to assess fiscal performance, forecast revenue, and evaluate trends in transportation funding and expenditures.

Coordinate with division directors, district engineers and executive management to assess budget resources, adjust funding allocations, and support strategic objectives.

Provide fiscal policy guidance and testimony to legislative and oversight bodies on budget requests and revenue legislation.

Lead budget and procurement teams, providing leadership, direction, and consultation on budgeting and resource allocation.

Oversee federal highway financial statistical reporting to ensure timely and accurate submission of statistical data critical to federal funding.

Qualifications

Strong background in governmental accounting and budgeting with excellent analytical ability and effective communication with executive management, state and federal agencies, and legislative entities.

Ability to work in a fast-paced environment with the ability to manage multiple requests concurrently.

Excellent communication skills; experience with preparing worksheets, performing fiscal analyses, reviewing expenditures, and problem-solving is preferred.

Bachelor's degree in accounting, or related degree with a major in accounting, and 5 years of professional accounting and/or auditing experience.
