About the Office of Forensic Mental Health & Court Services Located within the Colorado Department of Human Services, the Office of Civil and Forensic Mental Health (OCFMH) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. OCFMH funds, supports, and monitors numerous mental health and substance abuse community programs and providers and operates the Colorado Mental Health Hospitals at Fort Logan and Pueblo and the Forensic Services Division. OCFMH executes the States’ federal responsibilities as the State Mental Health Authority and State Substance Abuse Authority to administer federal mental health and substance abuse block grant funds.

Description Of Job The current schedule will be a hybrid work arrangement (remote work and report on-site 2 days per week) but may change without prior notification based on business demands. The candidate selected for this position will have the option of being located at either The Colorado Mental Health Hospital in Fort Logan or Pueblo.

About The Position This position is responsible for the management of the postdoctoral forensic fellowship program through Court Services. Specifically, this position is responsible for maintaining the fellowships standing within the American Board of Forensic Psychology’s (ABFP) experience waiver and approved status as a provider of continuing education units (CEU). This position ensures all program obligations are met timely, organizes the application and interview process for each cohort, adheres to any criteria, requirements, and timelines put forth by the American Psychological Association (APA) and/or Association of Psychology Postdoctoral and Internship Centers (APPIC), determines admission/denial for all applicants, oversees the hiring process, determines fellowship criteria and course of training, supervises the Psychologist II, serves as a second-level supervisor to all fellows, is responsible for the performance management of all fellows, ensures timely completion of all evaluations, oversees the budget associated with this program and positions, anticipates program needs, and establishes all policies and procedures specific to the program. This position is also responsible for the partnership with the University of Colorado’s School of Medicine shared didactic series, as well as coordination of external training opportunities from national experts. This position directly contributes and leads the education and training series of both psychology and psychiatry fellows, who then function within our departments via evaluation completion.

Administrative Program Management

Directly responsible for administrative oversight of the postdoctoral fellowship training program.

Maintains the fellowships standing within the American Board of Forensic Psychology’s (ABFP) experience waiver and approved status as a provider of continuing education units (CEU).

Ensures all program obligations are met timely, organizes the application and interview process for each cohort, adheres to any criteria, requirements, and timelines put forth by the American Psychological Association (APA) and/or Association of Psychology Postdoctoral and Internship Centers (APPIC).

Determines admission/denial for all applicants, oversees the hiring process, determines fellowship criteria and course of training, and ensures timely completion of all evaluations.

Responsible for partnership with the University of Colorado’s School of Medicine shared didactic series, coordination of external training opportunities from national experts.

Oversees the budget, identifies patterns for staffing and workload values, reports and requests budgetary changes/needs, and informs leadership of future needs and how to achieve them.

Maintains the position funding and salary, travel expenditures, material purchases, registration fees for various affiliations, and funding for visiting training sessions for the fellowship program.

Provides the Director of Court Services with anticipated budget needs for future fiscal years, including evidence based rationale, as well as the annual plan for the fellowship program.

Creates and maintains policies and training in accordance with practice guidelines, law, and process.

Contributes to CORA responses specific to Court Services and the training program.

Supervision

Directly responsible for supervised Psychologist II (assistant training director) and all Health Professional I (forensic fellowship trainees).

Provides training, clinical supervision, and oversight of forensic evaluations completed by the assistant training director.

Based on the Pueblo campus in order to be present during evaluations, offer direct guidance and support with all forensic evaluations, and required to travel to locations throughout Colorado.

May assist the assistant training director in reviewing all evaluations completed by fellowship trainees prior to submission to the courts.

Ensures ability to meet short deadlines, engage in follow up defendant interactions, edit and correct reports, and offer responses to the court.

May offer court testimony as the licensed psychologist responsible for the work product of the unlicensed trainees.

Maintains a valid regular class Colorado Driver’s license for the duration of employment.

Forensic Evaluation Case Load

Completes an average of three (3) to six (6) restoration and/or competency evaluations per month; may be assigned to high-profile cases on behalf of the department.

Required to travel to locations throughout Colorado in order to respond to short deadlines and the need for prompt and in some cases immediate response to a court ordered evaluation.

Required to offer the Court testimony when so required; maintains a valid regular class Colorado Driver’s license for the duration of employment.

Forensic Assessment Mandatory Training

Partners with the director of court services and the assistant training director to ensure adequate training for those performing court ordered evaluations.

Contributes, reviews, and ensures all training materials are accurate, in line with best practices, reflect evolving discipline norms, and meet the needs of those performing this work.

Ensures 100% attendance to statutorily and Forensic Services mandated training sessions to ensure good quality evaluations.

Stays up to date on processes, legislation and current best practices; critical to the agency's mission and provides training and information pertaining to these issues to the department.

Partners with national experts to offer in service training opportunities throughout the year.

Fellowship Didactic Education Series

Directly responsible for creation of didactic educational series in partnership with the University of Colorado’s School of Medicine.

Leads the didactic series in partnership designated leadership through the University for both psychological and psychiatric fellows, who then function within our department as evaluators.

Maintains knowledge base, level of expertise, and changes to State and Federal laws, as well as maintain nuanced knowledge of case law.

Other Duties as Assigned This position may be called upon to perform tasks or undertake special assignments or projects deemed necessary by OCFMH, but not specifically referenced in the above duties. This position requires experience with previous supervision and training of staff. It is preferred that the position has board certification in Forensic Psychology and/or have specialized training and work experience conducting court ordered forensic evaluations, and management skills for oversight of the post-doctoral forensic fellowship program.

Experience Only Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

9 years of relevant experience in an occupation related to the work assigned to this position.

Or a combination of relevant education and/or relevant experience in an occupation related to the work assigned equal to nine (9).

No substitutions.

Current and valid Psychologist License.

Preferred Qualifications

3 years experience working independently as a forensic evaluator.

Experience with competency and restoration of competency evaluations.

Preferred board certification in Forensic Psychology and management skills for oversight of the post-doctoral forensic fellowship program.

Doctoral degree in psychology.

Experience in competency to stand trial evaluations.

Experience with mental condition/sanity evaluations.

Previous risk evaluation responsibilities.

Release examination experience.

Conditions of Employment

Must maintain a valid Driver's License for the duration of employment.

Travel: In-state travel required, requires regular travel between offices, CMHHIP, CMHIHFL, and various detention facilities.
