Project Manager II –
represents a mid‑level position for a career in Project/program Management at the ESA, LLC Fort Worth Operations Site. Under the direct supervision of Program Manager, Director of Programs or Business Unit Vice President the
Project Manager II
will assist in managing all aspects of a project, or multiple projects, within the project’s life cycle. Responsibilities And Tasks
Define project requirements. Manage one or more large‑scale, highly complex projects with scope spanning multiple functional areas or disciplines. Serve as team leader for multiple initiatives of varying complexity. Communicate effectively with leadership at all levels. Use Microsoft Project Server to achieve schedule, cost, and scope program objectives. Apply PMI project management tools and methodologies. Develop project standards, procedures and quality objectives. Create and maintain project schedules, plans, cost and organization‑wide metrics. Provide continuous work direction and leadership to project teams. Negotiate resource requirements and manage budgets. Identify and address risks and issues, proposing solutions to senior management. Employ process improvement techniques such as Six Sigma and SEI‑CMM. Monitor project performance against the plan and implement changes. Conduct formal customer reviews at project completion. Maintain productive relationships with sponsors, customers, vendors and stakeholders. Plan and conduct status meetings and communicate progress, successes and red flags. Work with functional/business leaders to prioritize program and schedule requirements. Ensure complete and accurate project documentation. Assign project managers and other resources. Maintain communication channels to keep stakeholders informed. Create and maintain project management schedules and WBS. Apply best practices to ensure projects are completed on time, within budget and scope. Plan, execute, monitor, control and close assigned project phases. Engage stakeholders throughout initiation, planning, execution, monitoring and control. Adhere to company policies, procedures and term orders. Participate in proposal and make‑or‑buy decisions when required. Document lessons learned and make recommendations for future improvement. Ensure regulatory compliance (ITAR, TINA, FAR, Export Compliance). Maintain risk and issue registers and perform decision analysis. Monitor product quality and deliverable completeness. Manage project budgets and schedules, track and report cost and hours. Authorities
Create, recommend and control approved budgets. Approve change requests that do not affect scope, schedule, budget or quality. Prioritize change requests. Execute approved plans and schedules. Coordinate project activities within ESA, ESL, subcontractors and customers. Outside Business Relationships
External customers. Contractors and subcontractors. Other ESA, LLC operating sites. Education, Experience & Certification
Bachelor’s degree required; 5‑10 years functional experience may substitute. Functional experience required: 3‑5 years using the required skill set. Management experience required: 3‑5 years. Detailed understanding of project management methods, tools and techniques. Basic knowledge of MRP/ERP systems, purchase orders and sales order routers. Knowledge of contract types: fixed‑price, cost‑plus, time and materials. Proficiency in MS Office, Visio, Outlook and Project Professional. Expertise in estimation methods, critical path analysis, earned value techniques. Skills and Abilities
Time management, meeting facilitation and problem‑solving. Clear verbal and written communication. Project management review presentation skills.
