Organization: Administrative Office of the Courts

Placement: Albuquerque, or Santa Fe, NM

The Program Manager will be responsible for overseeing, monitoring, and reconciling the program’s operating budget. Key duties include managing timelines and deliverables, preparing and submitting budget‑related documents, auditing and approving invoices, overseeing contract management, coordinating training and event planning, and performing additional duties as assigned. Occasional travel within New Mexico and out of state may be required.

Key Responsibilities

Communicate program designs and goals to courts, staff, participants, and stakeholders.

Integrate information systems between judges, court administration, and other stakeholders.

Manage a single large program with a strategic focus on ensuring alignment with the judiciary’s goals and objectives.

Maintain inter‑agency cooperation and develop working relationships with associated parties and community coalitions.

Schedule, plan, organize, and facilitate team and individual meetings, training, and program activities.

Develop and prepare budgets, budget expenditures, and grant‑funded project programs.

Complete required grant‑fund evaluation reporting and requests from local, state, federal agencies, non‑profits, and private businesses.

Draft requests for proposals, invitations to bid, and evaluate resultant proposals in compliance with state procurement code.

Ensure accurate record keeping while maintaining HIPAA compliance and following file‑destruction requirements.

Monitor and evaluate contract performance with respect to compliance and scope of work.

Participate in core team meetings and review applicable policies and procedures.

Analyze the legacy and current jury management system to improve division operations.

Audit and approve invoices ensuring all applicable procedures are followed.

Supervise, monitor, direct, and evaluate advisors, volunteers, mediators, board members, and professional representatives of the court program.

Perform other duties as assigned to meet the operational needs of the court or judicial entity.

Speak to legislators and attend or lead legislative hearings and processes.

Supervise, oversee, train, and discipline subordinate employees in judicial procedures, office functions, and case management.

Lead interview panels for vacant positions and make recruitment recommendations for new and qualified candidates.

Supervise subordinate judicial branch program staff and ensure compliance with New Mexico Treatment Court Standards.

Lead staff in maintaining protocols for requesting juror summonses, processing summonses, and tracking jury panels.

Assist other courts with current training materials and system analysis.

Develop policy and procedures for the court or division.

Provide training and prepare complex statistical reports.

Maintain standard operating procedures for the division and advise on performance measures and case management best practices.

Serve as liaison between the Administrative Office of the Courts and the public, other governmental agencies, and the court.

Competencies / Qualifications Demonstrated knowledge of program planning, implementation, management, and evaluation; employee supervision; meeting facilitation; budget management; grant procedures and writing; program reporting; state procurement rules; governmental and civic legislative processes; New Mexico Civil Court System; and related statutes and rules. Additional expertise in HIPAA requirements, drug‑test procedures, surveillance systems, media relations, crisis and critical incident management, computerized data collection, and entry techniques is required.

Work Environment & Physical Demands Work is performed in an office or court setting. A valid driver’s license and travel may be required. The schedule may include nights, weekends, holidays, and overtime. Regular interaction with co‑workers, clients, the public, judges, and justices is required.

Qualifications

Minimum Qualifications

Education: Bachelor’s degree in Criminal Justice, Public or Business Administration, Social Sciences, or a related field.

Education Substitution: Four (4) years of program management experience may substitute for education on a year‑for‑year basis.

Experience: Three (3) years of program management or overseeing the budget or finances for projects; grant writing or contract management related to projects; or other experience directly related to the management of projects.

Experience Substitution: Additional relevant education may substitute for experience at a rate of thirty (30) semester credit hours equals one year of experience.
