Overview
Bus Operations Supervisor - CDL Required. The Operations Supervisor manages the Agency's transit system from base operations to on-street service. Oversees Bus Operators and day-to-day functions of bus operations. Incumbents must be available to work all days and all hours where services are performed, including holidays and all shifts. Essential Functions
The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Manages bus operator fitness-for-duty as they report to work, including observing for divergence from normal behavior patterns, uniform appearance, grooming and possession of driving credentials and medical card. Assigns work runs and buses, ensuring that bus rollout adheres to prepared schedules and meets on time performance objectives. Recommends and employs procedures for more efficient utilization of labor and vehicle assignments. Dispatches extra-board operators and fills vacant work assignments, providing efficient allocation of work and maximum staffing levels for all bus routes on a daily basis. Coordinates needs to minimize disruptions or loss of service to ensure safe, reliable seamless service to the customer. Counsels and disciplines operators and documents actions that may lead to further discipline, training or commendations. Implements, communicates and/or enforces policies, rules, regulations and procedures relating to the daily operation of the transit system. Supervises and monitors operator performance including compliance with NTMC employee rules, regulations and safety requirements. Maintains 24/7 communication with the Operations Manager/Director of Bus Operations for system status, exceptions and personnel/operational issues. Records and tracks operator attendance and performance. Generates, records events in, and communicates incidents via dispatch log. Distributes the dispatch log at the end of the day to several departments. Coordinates seniority work assignment selection process (bid processing) to ensure assignments are accurately matched and released by seniority order per the Operator Rule Book and meet DOT rules for hours of service. Coordinates vacation and floating holiday bidding ensuring accuracy while operators select their time off using the seniority system. Evaluates, establishes and maintains a safe working environment. Inspects and evaluates transit terminals, major connections, bases, Agency building and equipment, bus stops and transit corridors to ensure they are operational and safe. Monitors and communicates with the operators through radio and dispatch/AVL systems; initiates appropriate communication, emergency assistance or service recovery techniques to minimize disruptions or loss of service and ensure safety and reliability. Responds to, manages and investigates accidents, incidents and emergency situations involving DCTA vehicles/facilities and NTMC personnel; directs resources and coordinates activities at the scene as needed. Updates and maintains operational files necessary to run the Intelligent Transportation System. Assists the public in using the Agency's transportation system and assists customers by scheduling access rides and ensuring successful service. Assists with ensuring a successful drug & alcohol program. Assists in coaching operators with passenger relations and handling malfunctions by providing clear, accurate responses. Researches customer complaints and compliments to determine if discipline/recognition is warranted; coordinates information with other departments and utilizes available tools and footage when needed. Creates and maintains planned and unplanned detours that are safe, effective and clearly communicated to customers and affected agencies. Troubleshoots bus maintenance problems; inspects and reports on defective equipment; initiates repairs and secures hazardous areas; ensures supervisor vehicle is stocked with required tools and equipment. Provides transportation to passengers as needed (lost or stranded passengers, safe house youth transport, etc.). Assists in locating, monitoring and maintaining bus stops and zones; assists in maintaining master bus stop lists. Operates buses in revenue service in emergencies or when staffing is insufficient. Assists with route and schedule development and with training of coach operators when necessary. Supervisory Responsibilities
Manages bus operators. Counsels, supervises and evaluates the performance of operators and other department subordinates; issues disciplinary warnings and assists in grievance procedures. Carries out supervisory responsibilities in accordance with the organization's values, policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance including field assessments; rewarding and disciplining employees; addressing complaints and resolving problems. Qualifications

Experience/Education (where applicable, an equivalent combination of education and experience may be considered): Must be 21 years of age or older. Associates' Degree and three years of supervisory/management experience (one of which should be in a public transit/transportation environment), or an equivalent combination of education and experience. A minimum of one year as a coach operator or operations supervisor in a public transit/transportation environment is required. Previous supervision of a represented workforce highly desired. Requires proper license(s) with endorsements and certifications to operate a passenger motor coach. Must possess a safe driving record. Applicants must have at least two years of driving history and possess a valid, unrestricted license. Established driving history must be clear of: no moving violations in the last 36 months; no accidents for which the applicant contributed to cause in the last 3 years; have appeared in court as required; no drug/alcohol violations. Ability to communicate effectively in both written and spoken form, with proper grammar, spelling and punctuation; communicates effectively with internal and external customers. Familiarity with service area and operations. Advanced computer skills and ability to learn and design eLearning training processes. Advanced working knowledge of audio/visual equipment. Knowledge of diagnosing organizational/group/individual development needs. Knowledge of adult learning principles and practices. Excellent analytic and communication skills. Knowledge of agency vehicles, components, and data/communications systems. Knowledge of state and federal regulations and corporate safety programs and policies. Familiarity with computer operating systems and Microsoft Office packages. Ability to obtain/maintain a Class B Commercial Driver’s License (CDL) with Passenger endorsement within three months of hire; valid in Texas. Physical Activities
