Overview
HDR is a Top 10 Architectural & Engineering (A&E) firm in the United States and one of the largest employee-owned A&E companies. HDR has been selected to run the Installation Engineering and Installation Management functions of the Civil Engineer Squadron for the United States Air Force Academy (USAFA). HDR will place a multi-disciplinary A&E team at the Air Force Academy in Colorado Springs. The contract is expected to begin in early 2026 and covers an eight-year period from 2026 through 2034. The USAFA is a premier university that educates and trains future Air Force leaders. HDR will perform wide-ranging facility management services including planning, programming, design, asset management, construction inspection, energy management, real estate, environmental, cultural resources, space planning, CAD, GIS, cost estimating, and other related functions as part of the Base Maintenance Contract (BMC) in conjunction with Tessera.
Ideal candidates will have knowledge and/or experience with federal contracts and/or the Air Force Civil Engineering Squadron, and a strong enthusiasm to ensure cadets and future Air Force leaders live and learn in state-of-the-art facilities with the resources to serve our country.
Position Details This position is full time and located on-site at the USAFA. The expected start date is March 1, 2026.
Role In the role of CEN Project Manager, we will count on you to:
Manage the scope, schedule and budget of both in-house design and third party A-E design projects
Collaborate and communicate effectively with the on-site CAD and GIS section as well as the on-site Construction Management section
Effectively present project status updates to engineering leadership
Review engineering plans and specifications for compliance with federal and state regulations and ensure that design formats comply with applicable guidance
Prepare the required documentation to ensure project designs are suitable for solicitation through the base contracting office
Develop and produce engineering specifications and cost estimates using specifications guides, engineering handbooks, building construction cost data, manufacturers publications, engineering standards for types of materials, fire and safety codes, and other published material
Participate in the construction planning process by investigating proposed projects to obtain field data, verify existing facility conditions and utilities status and to conceptualize the scope of the completed project
Furnish sketches and layouts supplemented by verbal or written information for preparation of drawings
Prepare modifications/alteration design specifications that consider existing structures, utilities, facilities, and other aspects that are not readily apparent
Lead and support embedded staff at military installations
Apply practical knowledge of engineering methods, techniques, architecture, and historical project data to ensure project requirements are complete
Perform other duties as needed
Qualifications Preferred Qualifications
Prior Air Force Civil Engineering Squadron experience
Ability to work in person and on site at United States Air Force Academy
Ability to pass a background check
PMP Certification
Knowledge of the Internal Building Code, NFPA Life Safety Code and Unified Facilities Criteria
US Citizenship or naturalized citizen is required due to client contract requirements
This position is subject to a governmental background check
A minimum of 5 years' experience in the Architecture/Engineering/Construction industry
A minimum of 2 years project management experience
Ability to interact and work alongside daily with various stakeholders
