The Department handles all state criminal appeals cases and assists district attorneys with complex criminal cases at their request. Additionally, the Department of Justice includes the North Carolina State Crime Lab, the North Carolina Justice Academy, and the Sheriffs’ and Criminal Justice Education and Training Standards Divisions.**Description of Work**Recruitment Range: Up to $61,600

The primary purpose of this paralegal position is to assist staff attorneys from the Service to State Agencies Section in work related to representing various divisions of the North Carolina Department of Agriculture and Consumer Services, in particular the Food and Drug Protection Division, Pesticide Section and Structural Pesticide Section. This position assists in drafting notices of violations and subsequent settlement agreements for cases initiated by the Pesticide Division. This position, also, assists in case management and hearing preparation for those cases that do not settle. Some key duties are as follows:

Legal Drafting and Research

-Prepare and edit notices of violation, settlement agreements, pleadings, discovery requests, and correspondence for attorney review.

-Assist attorneys in drafting legal memoranda, motions, and appellate briefs, including citation checking and formatting.

-Review, summarize, and index administrative records, transcripts, and deposition testimony for use in hearings and appeals.

-Conduct targeted legal and factual research using case law databases, agency decisions, and statutory materials.

Case and File Management

-Manage litigation files from case intake through final resolution, ensuring timely filings and organized record keeping.

-Maintain detailed case calendars, track deadlines, and monitor dockets for filings and court orders.

-Coordinate with client agencies to obtain records, witness lists, and supporting documentation.

-Assist in preparing discovery responses, Bates-labeling exhibits, and organizing productions.

Hearing and Trial Preparation

-Develop hearing and trial notebooks, witness binders, and exhibit lists; ensure accuracy and readiness of all materials.

-Draft witness outlines and assist with preparation sessions.

-Coordinate logistics for hearings, including scheduling, subpoenas, and document delivery.

-Attend administrative and judicial hearings to provide direct litigation support—handling exhibits, managing records, and tracking testimony.

Administrative Support

-Prepare and format Tables of Authorities and Tables of Cases for appellate briefs.

-Assist other attorneys in the section with overflow projects and ensure adherence to document retention policies.

-Serve as a resource for procedural guidance, citation formatting, and case management best practices.

-Provide coverage for phones, mail, and other section operations as needed.
