About the Department The North Carolina Department of Justice, led by the Attorney General of North Carolina, represents the state, state agencies, and elected officials, defends the rights of the people of North Carolina, handles all state criminal appeals cases, assists district attorneys with complex criminal cases, and includes the North Carolina State Crime Lab, the North Carolina Justice Academy, and the Sheriffs’ and Criminal Justice Education and Training Standards Divisions.
Description of Work The purpose of the Public Safety Section is to provide legal services to the North Carolina Department of Public Safety and the North Carolina Department of Adult Correction. These services include defending DPS, DAC, and/or its personnel in civil rights actions, employment actions, and other litigation; providing contract, policy, and document review; and responding to requests for legal advice. The primary purpose of this Paralegal II position is to provide paraprofessional litigation support services to attorneys assigned to the Public Safety Section—DAC.
Responsibilities and Duties
Discovery, Trial, and Hearing Preparation:
Draft discovery requests and responses in accordance with applicable rules of procedure, relevant law, and agency rules and procedures.
Prepare for trials and hearings by gathering information and exhibits, summarizing medical records and other reports, and updating trial preparation reports and case summaries.
Attend depositions, hearings, and trials to assist assigned counsel with document handling and exhibits.
Contact witnesses and attorneys to schedule depositions.
Maintain a master calendar of case status, motions, and court deadlines for filing documents in pending lawsuits.
Drafting:
Draft pleadings, motions, orders, and correspondence in accordance with applicable law, agency rules and procedures, and relevant rules of court.
Compose, edit, and coordinate legal memoranda and other case support correspondence to communicate information to client agencies, court personnel, and opposing counsel.
Research and Investigation:
Perform legal research manually and electronically from various sources, including Lexis‑Nexis, DOJ law libraries, and assorted web‑based sites.
Verify and correct citations and other legal authorities for research, memoranda, and briefs.
File Management:
Maintain accurate records of complex files spanning multiple years.
Close, cull, and archive completed case files in an organized manner to allow easy retrieval.
Public Contact:
Contact persons with client agencies, court system, law enforcement offices, and opposing counsel to obtain necessary information for cases and proceedings.
Assist in locating witnesses, parties, and individuals with relevant information, including those who may have left no forwarding information.
Knowledge, Skills and Abilities:
Knowledge of rules of procedure in federal and state trial, administrative, and appellate courts.
Familiarity with proper formats of legal documents.
Effective written and oral communication skills.
High proficiency with Microsoft Office suites and case‑management database technology.
Experience with collaborative methods in an active litigation and operational environment.
Minimum Education and Experience Graduation from an appropriately accredited institution for paralegal training and two years of paralegal experience; or Bachelor’s degree and two years of substantive paralegal experience; or high school or GED diploma and six years of paralegal experience. An equivalent combination of education and experience may also qualify.
