What You’ll Do As a Management Analyst I/II, you will support and enhance the department’s operations by overseeing and performing a wide range of critical functions, including:

Budget and Fiscal Management

– Oversee and manage department and division finances by analyzing and monitoring expenditures, preparing and administering budgets, tracking spending, forecasting, and producing detailed reports.

Grant Management

– Lead the research, preparation, and submission of grant applications, monitor grant compliance, performance, and reporting requirements, and track grant expenditures.

Purchasing and Procurement

– Prepare and approve purchase authorizations and vendor payments, work closely with vendors, contractors, and internal staff, and review purchase orders for accuracy and compliance.

Contract Administration

– Draft, negotiate, and manage contracts, coordinate contract renewals and amendments, and maintain relationships with vendors.

Software Management

– Maintain assigned web content, support implementation of software and digital tools, and optimize platforms such as Workday, SharePoint, Ventura Connects, and Asset Management.

Project Management and Process Improvement

– Lead department projects and initiatives, evaluate programs, recommend solutions, and collaborate with stakeholders to enhance operations.

Administrative Studies

– Conduct administrative studies, design and administer surveys, translate findings into reports, and support strategic planning.

Special Projects and Community Engagement

– Organize outreach efforts and deliver presentations to stakeholders, respond to public inquiries, and address customer concerns.

Additional Administrative Support

– Provide essential administrative support, create procedure manuals, reports, and manage clerical tasks.

Distinguishing Characteristics Management Analyst I

– professional entry-level class; works under general supervision with routine, analytical duties.

Management Analyst II

– journey-level class; performs broader, more complex duties with greater independence and policy recommendation.

The classification is flexibly staffed and vacancies may be filled at either level depending on qualifications. Level determination considers complexity, scope, report writing, public speaking, budgeting, and other factors.

About Parks & Recreation The City of Ventura’s Parks & Recreation Department enhances community life by providing quality parks, recreation programs, and partnerships. The department includes three divisions: Parks, Recreation, and Community Partnerships.

Parks Division

– Maintains over 46 parks, 800+ acres of open space, beaches, sports fields, and the Ventura Aquatic Center. Manages golf services, urban beautification, park rentals, and more than 30,000 trees citywide.

Recreation Division

– Offers recreation classes, camps, after-school programs, and sports leagues for youth and adults. Operates community facilities, including the Westpark Community Center, Ventura Aquatic Center, and Leo Robbins Community Sailing Center.

Community Partnerships Division

– Provides senior, arts, and cultural programs, manages historic sites and community centers, coordinates event permits, oversees volunteer and grant programs, and supports the Arts and Culture Commission.

Qualifications Bachelor’s degree

in business or public administration, or related field.

Management Analyst I:

one year of professional administrative/analytical experience or one year as a Management Technician II with the City of Ventura. Public sector experience is desirable; a Master’s degree, plus internship with a local government agency, also qualifies.

Management Analyst II:

two years of experience equivalent to a Management Analyst I with the City of Ventura, performing professional support activities, preferably in a public agency.

License:

possession of a valid California Class C driver’s license may be required.
