Overview

This position is located in the Child and Family Services Division. It is a staff position and reports to their supervisor on a Children\'s Services team. The primary purpose is to provide family based social work services designed to strengthen and empower families while ensuring the safety of children in cases in which abuse, neglect and/or dependency have been alleged or found. This is accomplished by conducting a child protective services assessment and/or in-home services. The position also conducts assessments and participates routinely in the on-call rotation and assesses relatives and other kinship-type persons as possible caretakers in the event the child cannot remain safely in the home. The work is performed within the Child and Family Services Division. continual assessment of information from collateral contacts and resources in the community is performed to determine whether abuse, neglect and/or dependency have occurred or continue to occur. State mandated assessment tools are utilized to aid in determining the level of risk to the children. The role involves working with children from newborn to 18 years of age who are not emancipated or married and suspected or found to be abused, neglected and/or dependent, as well as with their parents or caretakers who may be uncooperative or hostile toward mandatory intervention. The role includes working with cases received from the Child Protective Services Intake Worker, transfers from other counties, the Courts, and other out-of-state agencies, and staying abreast of changes in program policies, laws, and regulations. It may involve arranging medical examinations for children and writing background sections of court reports when a child is taken into foster care, and testifying in court as needed. Regular contact with families and collaterals such as education personnel, medical and mental health providers is required. Responsibilities

Management I Counseling I Monitoring: Coordinate with involved professionals (especially Work 1st), involve them in plan development, assign tasks, advocate for the client when the service delivery system fails, assess relatives as potential caretakers, manage and coordinate child and family team meetings, write background for court reports, enhance problem-solving through modeling and instruction, respond to family crises, prepare families for placement changes and separation, educate parents in child development and behavioral management, provide feedback to parents and foster parents, prepare families for self-sufficiency at case closure, observe progress, consult with other service providers to determine progress toward objectives, interpret court orders and monitor compliance, and document progress through notes, court reports, histories, case plans and reviews. Assessment: Initiate and complete CPS assessments of reports of abuse, neglect or dependency, assess risk to children, gather information from family collateral, staff with unit members to determine mandated services under applicable statutes, review prior treatment and contacts, interview children and families, assess problem-solving skills, identify support systems and community resources, analyze problems in context of the family\'s cultural, environmental and socioeconomic situation, document strengths, needs, and potential growth areas, and identify biases relevant to assessment and service provision. Development of Case Plan: Develop a therapeutic relationship with clients, jointly develop in-home services agreements with concurrent planning, use state mandated tools for ongoing assessment, provide ongoing risk assessments to guide case planning, arrange or participate in child and family team meetings. Consultation: Consult with supervisor on cases with significant barriers or lack of progress; consult with school personnel, foster families, professionals and other involved parties as appropriate. Teaching I Training: Share expertise while training lower-level social workers and consulting with colleagues; staff cases within teams or with other agencies as needed; coordinate with management on particularly challenging cases; provide services to multiple families concurrently; address financial problems through referrals or protective payee services when appropriate; gather and present evidence in court as needed; prepare court summaries and testimony; stay abreast of policies and procedures; attend mandated CPS training and required annual training; and ensure case reviews and supervisor/aide oversight prior to case closure. Community Liaison: Represent the agency in orienting and training community resources on CPS programs. Other Duties: Assist in disaster relief efforts (including shelter duty) and be assigned to emergency shelter duty as needed; perform other duties as assigned by supervisors and management. Qualifications

Master\'s degree from an accredited school of social work and one year of social work experience; or a Bachelor\'s degree from an accredited school of social work and two years of social work or counseling experience; or a Master\'s degree in a counseling field and two years of social work or counseling experience; or a four-year degree in a human services field or related curriculum and three years of social work or counseling experience; or graduation from a four-year college or university and four years of experience in rehabilitation counseling, pastoral counseling or a related human service field providing experience in casework, group work or community organization; or an equivalent combination of training and experience. Must possess a valid North Carolina driver\'s license and must not have restrictions that prohibit performing essential functions. Equivalent Training and Experience: MSW or BSW degrees preferred; other combinations will be considered for trainee/work-against status. Directly related experience includes human services in case management, assessment and referral, supportive counseling, intervention, psychosocial therapy and treatment planning. Physical requirements include the ability to lift up to 80 lbs (e.g., car seats and small children) and no physical restrictions that would limit field work.
